Qatar- Amended draft law on real estate leasing issued

Prime Minister and Interior Minister H E Sheikh Abdullah bin Nasser bin Khalifa Al Thani chaired yesterday the Cabinet's regular weekly meeting at Emiri Diwan. The Cabinet reviewed topics on the meeting's agenda.
The Cabinet took the necessary measures to issue a draft law amending some provisions of Law No. (4) of 2008 on real estate leasing.
The amendments include lease agreements subject to the provisions of this law to be entered in writing. The agreement must include: name of the lessor and the tenant, their nationalities, their addresses, their legal representatives, leasing duration, leasing amount, payment conditions, description of the property, leasing purpose and all the conditions agreed upon.
The lessor must register the leasing agreement at the office for real estate agreements within 60 days starting from the signing date. For every registered agreement, the office receives 0.5% fees of the yearly leasing amount for every residential or commercial or other units specified in the building permit, with a minimum of QR250 and a maximum of QR2,500. It is allowed to amend the fees if approved by the cabinet and based on the suggestion of the Minister of Municipality and Environment. The cabinet also took the necessary measures to issue draft law amending some provisions of Law No. (8) of 1990 on human food control.
The cabinet approved the draft law amending some provisions of Law No. (8) of 2008 on consumer protection and decided to refer it to the Advisory Council. The cabinet also approved Emiri Draft Decision on forming the Civil Defense Council. The draft decision comes in implementation of Law No. (25) of 2015 on civil defence.
Under the provisions of the draft decision, the civil defense council is formed with the Minister of Interior as president, Director-General of Public Security as vice president and the membership of representatives from a number of entities. The Civil Defence Council has a number of responsibilities such as approving required plans and projects to implement the general policy of civil defense and its departments. The cabinet approved for the Qatar Tourism Authority to take the necessary measures to establish a number of tourism companies in coordination with the concerned entities.
The cabinet also approved enforcing Law No. (24) on retirement and pensions for Qatari workers at Losail Circuit Sports Club. The cabinet approved a draft memorandum of understanding on facilitating transport and transit traffic between the governments of Qatar, the Islamic Republic of Iran and the Republic of Turkey. The cabinet approved a draft memorandum of understanding on cooperating in the legal field between the Ministry of Justice in the State of Qatar and the Ministry of Justice in Socialist Republic of Vietnam. The cabinet approved twinning agreement between Doha Municipality in the State of Qatar and the San Salvador municipality in the Republic of El Salvador. The cabinet reviewed and took decisions on the memorandum submitted by the Minister of Foreign Affairs and Chairman of Qatar Committee for Alliance of Civilizations on the yearly report regarding implementing Qatar's plan for alliance of civilisations for year 2016. The cabinet reviewed and took decisions on the memorandum submitted by the Minister of Public Health on the results of the 70th World Health Assembly that took place on the sidelines of the assembly's conference (Geneva - May 2017). The cabinet reviewed the second report on the results of the work of the national committee for civil aviation security for the period between December 1, 2016 and June 4, 2017. The cabinet praised the qualitative leap the State has achieved in the field of civil aviation security based on the report submitted. The results of the security audit for the State of Qatar done by the International Civil Aviation Organization (ICAO) during the period from February 6 to 13, 2017 revealed that the State obtained 99.1% on the implementation of the annex 17 standards for civil aviation security, 96.76% for the implementation of vital elements related to civil aviation security and 100% in the application of the security standards mentioned in annex 9 to the Convention on International Civil Aviation on facilitation.
