On August 11, 2016, Foreign Minister Wang Yi held talks in Kampala with Foreign Minister Sam Kutesa of Uganda. Wang Yi expressed that enjoying traditional friendship, China and Uganda are pushing mutually beneficial cooperation to a new level on the basis of continuously consolidating political mutual trust. China is willing to make joint efforts with Uganda to actively promote the implementation of ten major China-Africa cooperation plans at an early date in the country, and give priority to enhancing industrial cooperation, so as to assist Uganda in firstly achieving industrialization as a landlocked African country. To this end, China is ready to give play to its own advantage in production capacity, roll out industrial connection and production capacity cooperation in line with Uganda";s development needs, share its experiences on industrial park construction, encourage Chinese enterprises to participate in the country's infrastructure projects, and carry out supporting cooperation in human resources and other areas. China also stands ready to support Uganda to implement the national programme for food security, expand agricultural cooperation, and enhance cooperation in such areas as agricultural cultivation, livestock-raising and agricultural products processing. Sam Kutesa noted that Uganda-China friendly relations have withstood the test of international vicissitudes. Uganda thanks China for its support and assistance to the country and the entire African continent. Uganda hopes to accelerate its industrialization process, and deepen cooperation with China mainly in infrastructure, manufacturing, energy and other areas. Uganda will build more industrial parks, and create more favorable terms to attract all kinds of Chinese enterprises to invest and develop in Uganda. Uganda is also ready to give play to its regional and trade advantages for being in the central region of Africa, and actively participate in the construction of the "Belt and Road" initiative proposed by China. Both sides also exchanged views on international and regional issues including the UN Security Council reform, the South Sudan issue and the Burundi issue, reaching high-level consensus. Both sides agreed to further enhance strategic communication and conduct closer coordination in international and regional affairs, so as to jointly safeguard the legitimate rights and interests of developing countries. China supports Uganda to continuously make contributions to maintaining peace and stability in East Africa, and is willing to play a constructive role in this regard.
