Under the decree, a civil foundation in the emirate will be established to empower people with special needs under the name the "Sharjah City for Humanitarian Services". The foundation's funds will come from public, and will be exempted from all local taxes and fees.

This decree annuls previous decree No. 4 of 1995. It is effective from the date of its issuance, meanwhile competent authorities should implement its provisions. The decree shall be published in the Official Gazette.
