Kuwait- 'Cuts In MoE Could Hurt Constructional Projects'


(MENAFN- Arab Times) Assistant Undersecretary for Financial Affairs Sector at Ministry of Education Yousef Al-Najjar insists that reducing the budget will negatively affect the ministry's constructional projects, especially if the reduction is from the fourth chapter of the ministry's budget which is allocated for constructional projects, reports Al-Qabas daily. In a press statement, he revealed that the sector has requested Ministry of Finance to follow up the issue and provide appropriate solutions in this regard.

Al-Najjar explained that the ministry's budget is distributed in several chapters. The first chapter is for salaries for which KD 1.5 billion has been allotted, the second chapter for commodity requirements and services for which KD 87 million is allotted, the third chapter for transportation, preparations and equipment for which KD 21 million is required, the fourth chapter for constructional projects, maintenance activities and general consumptions which require KD 35 million, and the fifth chapter for various other expenditures and payables requiring KD 17 million. Regarding the financial amounts given to teachers who correct examination papers and the elderly, he affirmed that all these amounts have been delivered to all educational zones.

When asked about the preparations for the new school year, Al-Najjar assured that all departments of the ministry are prepared including the General Education Sector which receives new male and female teachers, and the Installations Sector which has signed all contracts of maintenance except one which is currently in progress. All books have been delivered except three that are awaiting approval and will be received by end of August. As part of preparations for the new academic year 2015/2016, Ministry of Education has required the Kuwaiti Cultural Office in Egypt to present passport photocopies of the teachers who signed contracts with the ministry to facilitate the completion of their recruitment procedures, reports Al-Rai daily.

The daily added a committee has been formed to receive new recruits into the country and expedite the recruitment process in governmental authorities, including the Ministry of Interior, Ministry of Health, PACI and the banks. Funds In a related story, the chairperson of Kuwait Girl Guides Association Hind Al-Holi said the activities of the group has been suspended since 2009 despite the Ministry of Finance has apportioned funds and assigned Educational Facilities Sector to complete the construction of its headquarters.

In a letter to the Assistant Undersecretary for Educational Facilities and Plans, Dr Al-Holi gave details of the contract which pointed to building a permanent center for the girl guides to train girls who join the movement from public and private schools. He stressed the building allocated for different activities and ceremonies has not been used since 2009. He called for urgent completion of procedures for the benefit of girl guides in Kuwait.

Meanwhile, Director General of Public Authority for Applied Education and Training (PAAET) Dr Ahmad Al-Athri stated the admission of Bedoun and expatriate students who fulfill the required conditions has been postponed to the second term, reports Al-Qabas daily. He confirmed the admission of thousands of Bedoun and expatriate students will be easy in the second term allowing students to pursue specialties of their choices without competing for seats after the first term.

He explained the first term is usually set aside for an estimated 10,000 Kuwaiti students based on approval of Supreme Admission Committee and in concordance with the decision of Ministry of Education. He explained that students are required to re-sit secondary exams two weeks after completion of the first term instead of Sept to give those who pass a chance to complete the registration procedures to join in the new academic year.
