Egypt- Public workers' affairs abolished, human resources management starts in March: Minister of Planning
(MENAFN - Daily News Egypt) The system of public workers' affairs will shift to human resources after March 2015, according to Minister of Planning Ashraf El-Araby.
During his speech at a workshop on transforming public workers' affairs to human resources management, the minister said the government is unsatisfied with the state's administrative system and is aware of its deficiencies.
El-Araby added that "programmes budgeting raises the efficiency of spending dramatically and directs it to the right sector".
He said: "There will be an electronic system, which will be affiliated to the Ministry of Planning. Project owners will update their project progress once a mission has been achieved. Spending will be halted if there was negligence from any official entity until the entity solves the issue and punishes those accountable."
The minister added that the Ministry of Planning and the committee which is working on the law of unified planning are done with the draft law after discussing it with all parties, including the General Organisation for Physical Planning and Ministry of Housing, Utilities and Urban Development.
He declared that the new law for unified planning makes one unified system for planning, and it will be proposed to the cabinet at the start of 2015.
El-Araby affirmed that no price increases will be applied on oil products currently, and the government is working on the five-year plan to lower energy subsidy and public spending.
The minister added that, by the start of 2015, a marketing campaign will be launched encouraging consumers to finish all smart card procedures for car energy subsidies, for general use by April.
He also said that a database will be created for smart card users, in which consumption will be set and the future People's Assembly will be discussing the subsidies.
