Kuwait- Changes to housing units require permit


(MENAFN- Arab Times) Municipal authorities have urged citizens and residents to be aware of legal requirements and terms for renting or buying housing units in residential districts. Fahad Al-Fahad, director of municipal branch in Hawally, said in a statement to KUNA on Friday the municipal authorities have been closely following up on landlords' illegal works, such as partition of plots and using the units as apartments for sale or rent in the residential districts. Ownership of apartments is legally allowed in investment zones, however, there have been promotions for units in the residential districts, thus creating legal problems for buyers or tenants, Al-Fahad said. Many private houses and villas have been divided into units to be used as apartments for rent and sale, however certain legal procedures have not been adhered to in such cases. Municipal authorities have already taken punitive action against violators, such as stopping construction work at plots intended to be divided into small apartments or units for investment, and power to many plots have been cut, he said. Housing districts are specialized for families only and the partition of plots in these areas is illegal. Investors should seek a special permit for the division or risk being penalized and deprived of electricity. Violators may not pay fines but the judge examining the case may decide so. Generally, the offender is compelled to restore shape of the plot to its original structure, according to the first construction permit. Al-Fahad urged citizens to report about illegal construction works in the residential districts.
