Kuwait- Easy Access To Deadly Arms Cause Of Rise In Violent Crime


(MENAFN- Arab Times) Security experts say that everybody has easy access to weapons today, which constitutes a threat to security and development, while stability yields a prosperous economy, reports Al-Shahed daily. They added that influential personalities intervene to release the people arrested in possession of arms by officers of the Ministry of Interior. They stressed that former MPs opposed a legislation to collect weapons, on the pretext of the inviolability of homes. Security experts describe the spread of weapons as catastrophic, and records of the courts confirm this. They noted most killings have resulted from shooting between two disputants, and demanded seriousness on the part of National Assembly to put an end to this phenomenon. They pointed out that the phenomenon started with the Iraqi invasion of Kuwait when weapons started spreading widely among people, and after the liberation, the Iraqi forces left behind large quantities of weapons and ammunition, leading to the spread of weapons among citizens. Security observers said the government on two occasions has formed teams to collect arms after the liberation of Kuwait, and after Umm Al-Haiman events in 2003 but parliamentary opposition prevented the implementation of this objective. They indicated anyone arrested on charges of possessing weapon without license is released on bail of 100 dinars but judicial rulings do not exceed fines of 500 to 2,000 dinars, which is not enough. They added law forbids the use of weapons and ammunition in many places such as residential areas, places of gatherings, concerts, weddings and industrial zones, oil installations, at conferences and public meetings and in the ports and airports. It is noteworthy unlicensed weapons are openly sold in Kuwait; a Kalashnikov rifle for instance is sold for KD 900, a pistol for KD 600, as well as two-barrel hunting gun. Meanwhile, the First Deputy Prime Minister and Interior Minister Sheikh Ahmad Al-Hmoud made a surprise inspection visit to the Ministry of Interior facilities at the airport to determine readiness of the security systems to achieving public discipline, reports Al-Qabas daily. A security source said the minister noticed irregularities during the visit, and necessary measures have been taken thereon.
