Saudi Arabia- CIB report: Irregularities found in 16 ministries 

(MENAFN - Arab News) The Control and Investigation Board (CIB) found, during its last auditing, several shortcomings in 16 of the government ministries.

In its annual report for the fiscal year 2011-2012, the CIB identified eight negative aspects at the ministries that implement regulatory programs of the CIB, while it only observed two positive factors.

The CIB criticized the continued delay of most government departments in the execution of construction projects.

Government employees were found using official vehicles for personal chores, despite receiving a transportation allowance.

A number of government agencies showed continuous delays in completing the electronic transactions program.

Some failed to preserve important documents according to standards. A few insurance companies continued to operate without an official approval from the Saudi Arabian Monetary Agency (SAMA), said the CIB.

Another problem was the delay in implementing drainage projects at many municipalities, which resulted in sufferings to citizens and damage to city infrastructure.

Some departments were accused of negligence in enforcing article 21 of the Civil Service law, stating that a government employee is not entitled to salary for the days he abstains from work.

Furthermore, many government departments do not implement the regulations and circulars organizing work and the services they provide due to a lack of followup and supervision by superiors.

The CIB also mentioned positive aspects. The government agencies did facilitate the CIB observers' tasks, and provided them with the required information and documents.
