Kuwait- 3 film protesters to prosecution


(MENAFN- Arab Times) The Hawalli police Friday referred three persons to the Public Prosecution for entering a restricted area and attempting to storm the US Embassy. According to security sources, the three men - two Kuwaitis and one Bedoun - at 23:00 hours Thursday were taken into custody for attempting to 'break into' the US embassy premises. The men are identified only as Kuwaitis M.K. and M.H. and the bedoun, S.A. This came after hundreds of Kuwaitis staged a protest in front of the US Embassy condemning the film considered offensive to Prophet Mohammed (PBUH). The demonstration ended peacefully by 8.45 pm and everyone left the area. The trio allegedly tried in vain to force their entry into the embassy premises. Earlier the security forces had prevented the demonstrators from doing so when they tried to force their way into the embassy premises. Meanwhile, former National Assembly Speaker and opposition leader, Ahmad Al-Saadoun has refuted a paragraph in the government challenge on the current constituencies system which says the system lacks fairness and equality among the citizens. Al-Saadoun said on his Twitter account if the government wants full justice and absolute equality and equal opportunities for citizens it must adopt a single constituency system. In response, former minister of commerce and columnist, Sami Al-Nisf rejected Al-Saadoun's proposal of a single constituency saying 'What Saadoun proposes contradicts the Constitution and real democracy.' He explained the Kuwaiti Constitution speaks of constituencies not constituency. He asserted democracy does not talk about fairness of constituencies, but rather assurance of representing the society with its sects and classes in the Parliament. He said America, Germany, Switzerland, Britain and other democracies do not recognize a single constituency, though these democracies ensure fairness and wondered "If a single constituency is fair, then why these countries do not adopt it?" He explained, it is only Israel that adopts a single constituency system for very special reasons. He pointed out when the United Nations set up democracies it did not talk about fairness of constituencies but rather fairness of representation whereby no minorities or classes are set aside or excluded. He said he opposed the five constituencies system that is supported by Al-Saadoun because Jahra was completely eliminated and that in the single constituency several Kuwaiti areas and groups will be eliminated as well. He added, "if we do not create a system to ensure representation of all this is not a democracy," he stressed. He warned in a single constituency there will be a contest for 50 seats and there will be conflicts and fights even more than what it is witnessed now. In a related issue, Deputy Speaker of the National Assembly Abdullah Al-Roomi has stressed the need to convene the 2009 National Assembly to discuss the Constituencies Law and to address the current situation. He explained the dispute is about the unconstitutionality of the five constituencies. He said most likely the Constitutional Court in its verdict will say the five constituencies are unconstitutional. Here it will become necessary to amend the law and the question is: Is it best done through an emergency decree or through the National Assembly of 2009, he asked.
