Legal & Legislative Structure for E-Transactions in the Arab Countries
OBJECTIVE
The LETS Forum main objective is to maximize the interaction among delegates to extract valuable knowledge and generate practical ideas from field practitioners; enabling to issue efficient recommendations for policy makers, legislators and industry leaders to create the adequate Arabian legal platform to develop and build a vibrant eMarket interrelationship between the public and private sectors decision makers and fill-up the Digital-Gap between the Arab International economies.
GOALS:
The LETS Forum aims at:
1- Increasing the Arab region’s capacity to benefit from the eTransactions by establishing legislative structures and regulatory frames necessary for building eModern States and executing the eGovernment programs by:
- Creating the proper coordination mechanisms between the concerned legislative institutions and the citizens to preserve their rights and legal obligations,
- Seeking to unify the concepts and terms of eTransactions for judicial and arbitrary purposes under the supervision of the Arab States League,
- Subjecting the existing and new regulatory, administrative concepts and suggestions related to eTransactions, to the legal controls and principles for guaranteeing equal rights to all the concerned parties involved in any transaction,
- Establishing legal bases that guarantee the smooth flow of investments and the provision of citizens’ needs through eTransactions in both the public and private sectors to easily guarantee the rights of all the parties involved in the transactions at the same legal level.
2- Increasing opportunities of investment, acquisition and merger in the international digital economy by developing and supporting the electronic activities in the private sector, particularly in the commercial, banking and financial sectors, through finding judicially approved (guidance) forms for the eTransactions documents issued in all the Arab courts as well as their commercial, economic, social, cultural and security transactions with other countries.
3- Providing the proper legislative environment that will lead to social security, minimizing and preventing all kinds of eCrimes and limit crimes, frauds and violations, by seeking the proper penalties to be applicable in the Arab countries.
4- Finding incentive legislations to build an Arab digital community in all its aspects as well as to put an end to poverty and improve the quality of life.
5- Establishing policies to manage the Internet mechanism aiming at developing the content of the Arab Internet and providing safe communication structures to guarantee information security.
6- Seeking to support the eLegal professionalism aspect of; the judges, attorneys and public prosecutors; through organizing specialized forums, seminars, workshops and continuing researches, studies and exchanged information to confront the criminal methods and utilized means in the eTransactions operations within the Arab countries.<
