DHA DG discusses private-government partnership at summit

He highlighted the great role and vision of the UAE leaders in the development of the country.

Al Qutami discussed this during the main meeting of 4th Arab Conference on Administrative Reform and Development held at the headquarters of the League of Arab States in Cairo, recently.

The conference took place in the presence of the Secretary-General of the League, H.E. Ahmed Aboul Gheit, a number of senior officials and influential personalities, in particular Dr. Nasser al-Hatlan al-Qahtani, Director-General of the Arab Administrative Development Organization (ARADO), HE Eng. Ibrahim Mahbab, former prime Minister of Egypt, Dr. Essam Sharaf Former prime minister of Egypt, and a number of ambassadors and decision makers.

At the beginning of the session, Al Qutami highlighted that the United Arab Emirates had strengthened its ideal model of partnership, in accordance with the endorsement by the Council of Ministers (the Honourable), No. 1, 2017, on the guide to the terms and procedures of partnership contracts.

He added that the move has prompted more investment opportunities and increased efficiency and effectiveness of governance and risk management, it has also diversified the mechanisms for developing strategic infrastructure projects, improving the quality of services and enabling the Government to focus on planning policies and strategies. Additionally, it has helped in the utilization of the managerial and technical competencies and funding capacities of the private sector.

During his presentation, he cited the experience of the Emirates Telecommunications Corporation (Etisalat), pointing to the regional leadership that Etisalat has achieved 'communications' in record time, its important role in the growth and diversification of the state economy and its resources in the development of the telecommunications and infrastructure sector, They also contribute to enabling the smart Government Transition Project, as well as to the many successful initiatives that have provided many technological solutions, which have supported the knowledge society and the rapid intelligent transformations that the state is witnessing.

His Excellency also reviewed the important and distinctive forms of partnership with the Government of Dubai and the local and global achievements, including aviation particularly Emirates Airlines, Dubai Electricity and Water authority, Roads and Transport Authority, and Dubai Airports, stressing that the investment stimuli specifically provided by Dubai has helped create unique models of partnership that have contributed to the success of the Emirate.

His Excellency concluded that the success of the partnership approach to development events in societies, the pursuit of both public and private sectors is required to work together within common paths, including: early cooperation from the planning and design phase of partnership projects, and a culture of information dissemination etc.
