Following is the text of the speech the Custodian of the Two Holy Mosques King Salman bin Abdulaziz Al Saud delivered at the opening of the second year of the 7th session of the Shura Council on the internal and external comprehensive policies of the Government of the Kingdom of Saudi Arabia as well as its achievements over the last year:
Praise be to Allah and prayer and peace be upon the Prophet,
Brothers and Sisters,
Allah's peace, mercy and blessings be upon you.
I am pleased to meet with you in this blessing day and inaugurate the works of the second year of the seventh session of the Shura Council today, praying to Allah Almighty to make our works sincere and help us for the interests of the homeland and its citizens.
Today coincides the 25th anniversary of the formation of this Council in accordance with its modern system. These years confirmed the effectiveness of the Shura Council and its role in development.
Since its foundation by late King Abdulaziz, the Kingdom has applied Sharia, adhered to the Islamic religion, enhanced the principles of justice, sought to develop the present in what doesn't contradict with the pillars of our faith, values and traditions, consolidated the approach of moderation.
We praise Allah for all blessings, and thank Him for honoring us with the service of the Grand Holy Mosque and the Prophet's Holy Mosque. We also thank Allah Almighty for the distinguished success of last year's Hajj, an achievement which drew the praise of pilgrims and officials from different countries.
Brothers and Sisters:
Your country is moving forward to proceed with its developmental path which will achieve everyone's desire to have a decent life. The Kingdom's vision 2030 came to enhance this developmental path through diversification of the economic base and sources of income, and exploitation of the available resources, wealth and various capabilities to give the Kingdom of Saudi Arabia a leap to the levels of the world's most developed countries in various fields.
In order to achieve the vision's objectives, some ministries, public authorities and institutions have been established and restructured in accordance with the requirements of this stage, such as the establishment of the General Authority for Military Industries, the State Security Presidency apparatus, the National Cyber Security Authority, renaming the Bureau of Investigation and Public Prosecution to "Public Prosecution" and adjust its reporting authority, continuing developing the judiciary, and launching the new strategy of the Public Investment Fund and its investments inside and outside the Kingdom in order to diversify sources of income, promote development, improve the country's revenues and reduce the deficit of the general budget. In this context, several major, important and vital projects were announced including: "Qiddiya, Red Sea and Neom".
