Deputy Prime Minister and Foreign Minister H E Sheikh Mohamed bin Abdulrahman Al Thani said Qatar has been taking strong steps for years to eradicate the financing of terrorism by developing appropriate legislation and upgrading the financial control system.
Delivering inaugural speech at the London Westminster Conference on Counterterrorism, the Deputy Prime Minister said that since 2004, Qatar has stepped up efforts to eradicate the funding of financial terrorism through developing legislation and upgrading financial control system.
Britain, Qatar and European countries called for making a broad international legal intelligence cooperation framework to fight terrorism and prosecute those involved, reported Al Jazeera.
The Deputy Prime Minister said Qatar has prosecuted and brought the people and organisations accused for funding terrorism to justice. He stressed on the importance of implementing the rule of law because one of the most important causes of terrorism is the denial of justice.
The conference examined international counterterrorism challenges and opportunities for cooperation. 'We must not allow governments to disrespect the rule of law or use terrorism as a pretext to prosecute their political opponents, the Deputy Prime Minister added. Qatar wants to eradicate radicalism and terrorism in all its forms and is keen for a comprehensive approach to the global threat. He also said that Qatar seeks to get rid of the environment of despair because it provides a fertile ground for extremism. Deputy Prime Minister pointed out that a million children most of them are living in
Yemen, Iraq and Syrian in miserable conditions created by the evil ideology. The children who are living in disastrous situations caused by Syrian regime and IS in Iraq, Syria and Yemen have now grown up and have are left with no hope for their future.
He said that the approach of using security and intelligence in the fight against terrorism is necessary, but not sufficient as economic and social dimensions should be also added to fight this menance. 'Qatar is committed with its international alliances to provide educational opportunities to seven million children who are deprived from schools and to empower half a million minors and young people in the Middle East and North
Africa, in an effort to take them out of despair and frustration, said the Minister. Qatar in collaboration with the international organisations is also trying to create job opportunities for these youth through joint porgrammes.
This international conference explored the nature of the threat today and how it is likely to change. It provided opportunities for in-depth analysis and discussion with the leading practitioners and policy-makers from across the world.
Panels considered the different elements of counterterrorism, especially the use of law-enforcement, military and intelligence assets to degrade the capability of terrorist organisations to conduct attacks.
