The Cabinet approved the draft law on regulating car parking, yesterday in its regular meeting which was chaired by Prime Minister and Interior Minister H E Sheikh Abdullah bin Nasser bin Khalifa Al Thani. After the meeting, which was held at Emiri Diwan premises, Deputy Prime Minister and Minister of State for Cabinet Affairs H E Ahmed bin Abdullah bin Zaid Al Mahmoud said the cabinet reviewed topics on the agenda.
According to the draft law, public parking is space specified by the municipality for parking vehicles with fees or free of cost, QNA reported. Private parking is a space that is owned by others which is being used as paid parking with a pre-approval from the technical affairs department in the municipality.
Under the draft provisions, the Ministry of Municipality and Environment will specify the spaces, that are not privately owned, for public parking which will either be paid or free. The Ministry will administer and monitor the parking facility in coordination with concerned authorities.
The Ministry can authorise a third party to manage the public and private parking spaces. It is prohibited to issue any building permits for a building that does not meet the prescribed specifications and standards required for car parking facility. The Cabinet also approved the draft law on amending some provisions of the Law No 5 of 2015 on similar commercial, industry and public shops and street vendors and decided to refer it to the Advisory Council.
The Ministry of Economy and Commerce prepared the mentioned draft laws within the needs of facilitating for investors and the business community.
Under the amendment, the registration duration at the commercial register will be set by a decision from the cabinet and based on the suggestions of the minister, depending on the nature or type of activity subject to registration. This duration is renewable for one or several similar periods and the specialised management, depending on the request of the concerned party will handle the registration renewal accordingly.
By a decision from the cabinet and based on the minister's suggestion the licensing period is set according to the shop type. This period shall be renewable for one or several similar periods after fulfilling the prescribed fee, in addition, the specialized management, depending on the request of the concerned party will handle the registration renewal accordingly. The Cabinet also approved the draft decision on issuing integrity agreement of public officials.
The Administrative Control and Transparency Authority handled preparing the draft decision within continuing the required system of the governmental institutions' performance on its missions efficiently, to achieve the highest transparency indicators in the state and to strengthen the trust in public employment and to further protect public funds. The agreement aims to improve the public employment behavior and ethics for public officials. The draft includes provisions on goals, principles, values, behavioral standards, job integrity, prohibited actions, commitment to the agreement, and the consequences of its breach.
The cabinet took the required measures to ratify on the protocol of eliminating illegal tobacco products trade within the WHO Framework Convention on Tobacco Control.
The cabinet approved the draft agreement between Qatar and Paraguay on avoiding double taxation and preventing financial evasion with regards to income taxes. The cabinet reviewed the draft law on facilitating the performance of services provided for in some laws and took the decision.
The cabinet reviewed the Minister of Economy and Commerce's report on the results of the second session of Qatari-Hungarian joint economic committee held in Doha in September 2017 made the appropriate decision.
