(MENAFN- Gulf Times) State of Qatar participated yesterday in the plenary session of the Board of Directors of the Universal Postal Union (UPU), which was held at its headquarters in Bern, Switzerland.
Qatar's delegation to the meeting was chaired by Qatar's ambassador to the Swiss Confederation Dr Mubarak Klefekh al-Hajri with the participation of chairman and Managing Director of Qatar Post Faleh Mohammed al-Nuaimi.
During the meeting, the Universal Postal Union recommended the opening of postal services between the State of Qatar and the siege countries after it approved the continuation of the postal relations between the State of Qatar and the siege countries as an agenda item.
The Ministry of Transport and Communications said in a statement yesterday that the siege countries tried to delete this item from the agenda of the plenary session, but the result of the vote favoured Qatar due to the justice of the issue being discussed and the insistence of the delegation of Qatar on its position and the strength of its argument to refute the fabrications of the representatives of the siege states.
The item calls for the continuation of postal relations between the State of Qatar and the siege countries that the member states of the Universal Postal Union (UPU), when adopting the Constitution of the Union, have established the concept of postal territory, in particular the obligation to ensure the exchange of postal items and to ensure free passage between them.
Article 63 of the Vienna Convention on the Law of Treaties states: 'The severing of diplomatic or consular relations between the parties to a treaty shall not affect their legal relations under the treaty unless to the extent that the existence of diplomatic or consular relations is necessary for the operation of the treaty.
The item also strongly urged the member countries of the Union concerned to restore direct postal relations and to ensure free passage of all postal items (from and destined to these countries) free of charge in accordance with the relevant provisions of the Federation's documents as appropriate and irrespective of the interruption of diplomatic relations between the countries concerned.
The International Bureau shall instruct through its Director-General, to continue to take all initiatives to facilitate the restoration of postal exchanges with or among the member countries of the Union concerned, respecting their respective national sovereignty and making good offices in order to reach a positive solution to the situation referred to in article 37 / C of 1974, and strongly emphasises the tremendous impact this situation has on the daily lives of millions of citizens and residents of the State of Qatar who have been deeply affected by the unilateral decision to stop postal services.
