IPR: Qatar joins Rome Convention

The Ministry of Economy and Commerce announced that the State of Qatar has joined the Rome Convention for the Protection of Performers, Producers of Phonograms and Broadcasting Organizations (1961).

The Ministry said Qatar's joining of the agreement as of September 23rd, is a continuation of the State's success in the field of Intellectual Property Rights protection, where it ranks first in the Arab world for eight consecutive years, and ranks 20th in the world this year.

Qatar joins such intellectual properties- related conventions and treaties because they have important trade and economic aspects that promote the knowledge-based economic development in line with Qatar National Vision 2030.

The Rome Convention for the Protection of Performers, Producers of Phonograms and Broadcasting Organizations (1961) includes the protection of intellectual property rights of broadcasters from any infringement, including the following rights: The right to authorize or prohibit the direct or indirect reproduction of their phonograms, the right to authorise or prohibit certain acts, namely the rebroadcasting of their broadcasts, the right to broadcast by transmitting to the public by voice, audio or video, the right to install and reproduce the programs and the authorization of others to these rights, protection of broadcasting organizations authorized by the State to operate on its territory and have its headquarters on the territory of the state.

The State of Qatar has recently joint a number of international conventions for the protection of copyright and related rights such as Berne Convention for the Protection of Literary and Artistic Works, the first of the international conventions to protect the rights of authors, performers and producers of phonograms. Qatar also joined the World Intellectual Properties Organization's (WIPO) Copyright Treaty (WCT) and WIPO Performances and Phonograms Treaty (WPPT).

However, the Rome Convention for the Protection of Performers, Producers of Phonograms and Broadcasting Organizations (1961) is distinctive as it includes terms for the protection of broadcasting organizations within its provisions.
