ABU DHABI,19th October, 2017 (WAM) -- The cabinet reshuffle announced by the Vice President, Prime Minister and Ruler of Dubai, His Highness Sheikh Mohammed bin Rashid Al Maktoum, today includes fresh faces and portfolios to "catapult the UAE into its prosperous centenary which aims for fostering knowledge, science and research as well as engaging the youth in the leadership of the nation," as His Highness Sheikh Mohammed tweeted earlier today.
Following are the resumes of the new ministers: Nasser Thani Al Hamli
Minister of Human Resources and Emiratisation Prior to his Ministerial appointment, Nasser bin Thani Al Hamli was the Under-Secretary of Emiratisation at the Ministry of Human Resources and Emiratisation. He previously worked as Assistant Under-Secretary, Government Coordination Sector, at the Ministry of Presidential Affairs where he supervised the development of the strategic national workforce planning study, and conceptualised and launched the "Absher" initiative for promoting the participation of national human resources in the UAE's labour market. He also supervised the development of the National Policy for Scholarships and the Emiratisation Point System in the Banking and Insurance Sectors, and revised and assessed the Laws of Employment, Retirement, and Human Resources for the Federal Government.
Al Hamli also served as CEO of Human Resources at the Federal Authority for Government Human Resources, where he drafted the strategy of the Federal Government for Human Resources, and developed the performance management system for Federal Government employees. He also developed the Job Evaluation System and the Training and Development System, as well as updating laws and systems related to human resources.
He also served as Head of Executive Council Affairs Office, Dubai Executive Council, where he contributed to the development and application of the Human Resources Law of 2006, issued by the Dubai Government. He developed the staff Performance Management System for the Dubai Government, as well as government leadership competencies.
Al Hamli also served as Human Resources Project Manager at the Executive Office of His Highness Sheikh Mohammed bin Rashid Al Maktoum, where he headed the HR unit.
Born in 1973, Al Hamli holds a Master's in HR and a Bachelor's Degree in workforce development and learning, from the Pennsylvania State University, USA. He also holds a bachelors in Information Technology from the Pennsylvania College of Technology, and is a graduate of the Mohammed bin Rashid Programme for Leadership.
Hessa Essa Buhumaid
Minister of Community Development Hessa Essa bint Buhumaid served as Assistant Director General for Government Services at the Prime Minister's Office – Ministry of Cabinet Affairs and the Future, where she oversaw the development of the Emirates Government Service Excellence Programme, which seeks to improve the efficiency of government services.
She has diverse experience as a Coordinator General for the Sheikh Khalifa Government Excellence Programme and Executive Director for Support Services, as well as Assistant Director General for Government Services and Pioneership, which overlooks the UAE Government Leadership Programme.
Born in 1980, Buhumaid holds an MBA from the American University of Sharjah and a Bachelors in Business Sciences from Zayed University. She also holds an Executive Diploma in Public Administration from the Lee Kuan Yew School of Government – National University of Singapore. She is a graduate of the Mohammed bin Rashid Young Leadership Programme, and a two-time winner of the Sheikh Rashid Award for Scientific Excellence. She also won the Arabian Gulf National Olympic Committee Award for outstanding youth in 2013, and was awarded the Dubai Government Excellence Programme Newly Appointed Employee in 2003.
Omar Al Olama
Minister of State for Artificial Intelligence Omar bin Sultan Al Olama served as Managing Director of the World Government Summit, the annual global gathering for government leaders, experts and policy makers from over 130 countries, which focuses on ways to develop the future of governments.
Omar also held the position of Deputy Director of the Future Department at the UAE Prime Minister's Office. He contributed to the UAE Centennial 2071 strategy, which aims to improve all development sectors in the UAE and make the UAE the best country in the world by enhancing four main axes: education, economy, happy communities, and government.
He also was a contributor to the UAE's Fourth Industrial Revolution Strategy, which aims to strengthen the UAE's status as a global hub for the Fourth Industrial Revolution, and to contribute to the national economy through knowledge, innovation and future technologies.
Omar has a diverse career background, working in the banking sector, telecommunications, private enterprise and government. He works on developing and executing strategies, risk analysis, change management and scenario planning.
Omar was born in 1990. He holds a Diploma in Excellence and Project Management from the American University in Sharjah and a Bachelor's in Business Administration and Management from the American University in Dubai.
Sarah Al Amiri
Minister of State for Advanced Sciences Sarah Al Amiri served as the Chair of the Emirates Scientists Council (ESC), as well as being Deputy Project Manager and Science Lead of the Emirates Mars Mission at the Mohammed bin Rashid Space Centre (MBRSC).
In 2016, Al Amiri was appointed as the Chairwoman of the newly established Emirates Scientists Council, with the goal of aligning the strategic outlook of the country with the development efforts in science and technology.
Previously, she was tasked with establishing the Advanced Aerial Systems Programme. She led a successful development effort to fly a prototype High Altitude Pseudo-Satellite (HAPS), a UAV, in the world's busiest airspace. The project culminated in a successful 24-hour solar-powered flight, where the aircraft soared to the highest altitude of any aircraft over UAE airspace.
She was formerly the head of R & D at MBRSC, where she established the Centre's knowledge management, strategic research and product assurance functionalities. Al Amiri joined MBRSC in 2009 as a software developer and worked on both DubaiSat-1 and DubaiSat-2. She was also part of the initial team that set up the KhalifaSat programme.
Sarah Al Amiri was born in 1987, and holds a Bachelors and Masters of Science in Computer Engineering from the American University of Sharjah.
Eng. Mariam Hareb Almheiri
Minister of State for Food Security Mariam Hareb Almheiri was the Assistant Under-Secretary of Environmental Affairs and Nature Conservation in the Ministry of Climate Change and Environment. As part of her key duties, Almheiri developed the Ministry's general strategic plans for the natural resources and nature conservation sector. She also oversaw the development and implementation of performance indicators to measure and evaluate the sector's various departments in line with the Ministry's directives.
Almheiri started her professional journey with the UAE Ministry of Climate Change and Environment. She was also involved in the Sheikh Khalifa bin Zayed Al Nahyan Centre for Marine Research, an initiative by His Highness the President of the UAE.
Almheiri was appointed the Assistant Undersecretary for Water Resources and Nature Conservation Affairs Sector, overseeing the development of performance indicators for the Biodiversity, Fisheries, Coastal and Marine Sustainability and Marine Research Departments.
She won the Prime Minister's Medal for the most innovative Government Employee, and oversees several innovative aquaculture projects under the initiatives of His Highness the President of the UAE.
Almheiri is fluent in Arabic, English, German and French. She is also a board member of the Higher Committee of the Zayed International Foundation for the Environment and a board member of the Emirates Equestrian Federation Council.
She was born in 1979 and received her Bachelor's and Master's Degrees in Mechanical Engineering from the Rheinisch – Westfalische Technical University (RWTH) in Aachen, Germany. She has gained prominence in the field of environmental engineering through her professional experience of over 10 years working with different local, regional and international organisations.
Zaki Anwar Nusseibeh Minister of State Zaki Anwar Nusseibeh has served as the Assistant Minister of Foreign Affairs and International Cooperation at the Foreign Ministry and as the Cultural Adviser at the UAE Presidential Court.
He was part of the UAE's renaissance, accompanying His Highness Sheikh Zayed Al Nahyan throughout the 1960s to the late 1990s. He was Director of Information in the Abu Dhabi "Diwan" and served as Deputy Chairman of the Abu Dhabi Culture and Heritage Authority before becoming a Board Member of the Abu Dhabi Authority for Tourism and Culture, developing some of Abu Dhabi's major cultural and art initiatives. He also served as a Trustee of the Sheikh Zayed Award.
He was also a member of Board of Trustees for Abu Dhabi University, the Agha Khan Museum in Toronto and the Institut du Monde Arabe in Paris.
Nusseibeh has received many accolades, including the Abu Dhabi Award (2007), the European Academy of Science and Arts Ring of Tolerance in Frankfurt (2012), the Cultural Foundation Pro-Europe European Arab Culture Prize in Leipzig (2013), and the Golden Medal of Arts from the Kennedy Centre in Washington (2014).
He graduated from Cambridge University in the UK with a Master's degree in Economics.
He is fluent in Arabic, English, French, German, Italian, Spanish and Russian.
In addition to his extensive media career, Nusseibeh's contributions include numerous translations, articles and research projects, published locally and internationally.
Abdulla bin Touq
Secretary General of the UAE Cabinet Abdulla Mohammad bin Touq was appointed Director-General of the Executive Office in 2016 by the UAE Vice President and Prime Minister and Ruler of Dubai, His Highness Sheikh Mohammed bin Rashid Al Maktoum. During his extensive career in public service, he has held several positions, including overseeing the Public Sector Improvement Department until his appointment as the Executive Director of Excellence and Pioneership in the Office. He was also the Director of Infrastructure and Environmental Policies at the Prime Minister's Office, and served as interim CEO of the Dubai Future Foundation.
Touq has contributed to several development and national strategies, including UAE Vision 2021 and the UAE Artificial Intelligence Strategy. He also oversaw many projects, including The Arab Strategy Forum, which was launched in 2001 as a platform to explore the future, bringing together world leaders and thinker to discuss geopolitical and economic topics and challenges.
Born in 1982, Touq holds a Bachelor's Degree in Civil Engineering from the University of Sheffield, UK, and is a graduate of the UAE Government Leadership Programme, and the Sheikh Mohammed bin Rashid Centre for Leadership.
