Qatar- Definite improvements in legal landscape ahead of 2022: Expert

Combining big ambitions with big investments, Qatar became a significant player in the sports world. The continuous growth of Qatar in the sports field meant transactions have become more sophisticated and contractual obligations have become more extensive and complicated posing new challenges to the legal environment in this vibrant sports industry.
'In this context it might be helpful to explain from a legal perspective some of the challenges people face in implementing large projects in Qatar and obviously 2022 is the largest project, William Cattan (pictured), Senior Partner at Sultan Al Abdulla & Partners said. Cattan provided an overview of the practical issues contractors may face while engaging in such projects in a session on Legal Context, delivered as part of Josoor Institute's flagship certificate and diploma programme on Football and Sports, on Monday.
The session is part of the Josoor Institute's programme delivered in partnership with Georgetown University and University of Liverpool. Josoor Institute, a centre of excellence inspired and developed by the Supreme Committee for Delivery & Legacy, focuses on developing human capital and achieving self-sufficiency in managing high profile sporting and non-sporting events.
In his lecture, Cattan pointed out that the legal environment in Qatar has been quick to response to recent developments, but there is still room for improvement.
'The laws and procedures in Qatar are developing as other sectors are developing in response to all this infrastructure and construction activity required to prepare the country for 2022 FIFA World CupTM.
'There has been definite improvements over the times I have been here and I think there are initiatives underway to continue improvement, but there is still a need to continue development of Qatar law to be able to capture the most sophisticated types of commercial arrangements, he said. Cattan considered the new Arbitration Law issued recently as one of these positive developments that will address a number of issues that were impediment to the progress of arbitration in Qatar.
While speaking to Josoor Institute's delegates Cattan provided an overview on how the civil code and legal structures in Qatar differ from other law structures in the US and European contexts, stressing that local law advice is critical for contractors to help them navigate some unique aspects of the Qatar laws that might affect the rights and obligations of different parties in contracted agreements.
While Cattan focused on the development of the sports facilities and the infrastructure that goes along with it, the points he raised are applicable outside of the sports world too.
The Senior Partner at Sultan Al-Abdulla & Partners advised contractors to keep their own records and maintain proper documentation to be able to assert claims or defend them in case of future disputes.
