Participants in the workshop also discussed priorities in areas of training and educational activities and means of enhancing and improving outcomes of these programmes.
The Education and Training Sector Strategy 2017-2022 is based on the Qatar National Vision 2030, and the reports on the previous strategy of education and training 2011-2016, World Bank Report, Education for All, said Turkey Abdullah Al Mahmoud, Director, Planning and Quality, at the Ministry of Education and Higher Education.
Al Mahmoud added that strategy is also based on Qatar's global indicators mentioned in the global reports in particular the competitiveness reports.
Al Mahmoud highlighted that lessons have been learnt from the implementation of the previous strategy which necessitated changing from input planning to planning bases on outcomes which means focusing on the result of the projects, exclusiveness, interconnection of planning and implementation aspects.
The strategy includes all education levels, coordination between all stakeholders, development of monitoring and supervising mechanisms of implementation stages, Al Mahmoud said.
The challenges being faced by education and training sector include efficiency of expenses on education, weakness of mechanisms set up for planning, implementation, follow-up, accountability and coordination between stakeholders, Al Mahmoud stressed.
Regarding governing of the strategy, Al Mahmoud pointed out that there is a steering committee which has three functional sub-committees — pre-primary education committee, committee for primary to higher schools level and committee for post secondary school level.
