Jordan ranks first among Arab states in open budget index


(MENAFN- Jordan News Agency) Amman, May 15 (Petra) -- Jordan topped the list of Arab countries in Open Budget Index (OBI) 2015, which is the world's only independent, comparative measure of central government budget transparency.

OBI figures showed that Jordan ranked first with 55 points out of 100, which is moderately higher than the global average score of 45. In terms of Arab countries, the Kingdom was followed by Tunisia 42 points, Morocco 38 and Yemen 34.

Since 2012, the government has increased the availability of budget information by publishing the Citizens Budget, the report revealed.

Jordan's score of 27 out of 100 indicates that the provision of opportunities for the public to engage in the budget process is weak, but still this figure is higher than the global average score of 25.

Jordan General Budget Department every year introduces a number of manuals and services including Gender Responsive Budgeting Manual, General Budget Department Services Manual, Budget Cycle Manual, Preparation of Government Ministries, Departments and Units Manpower bylaw Manual, Budget Analyst Manual, and the Public Expenditures and Public Revenues Manual for the year 2015.

Drawing on internationally accepted criteria developed by multilateral organizations, the survey uses 109 indicators to measure budget transparency. These indicators are used to assess whether the central government makes eight key budget documents available to the public in a timely manner and whether the data contained in these documents are comprehensive and useful. Each country is given a score out of 100 which determines its ranking on the index.
