Qatar calls for addressing terrorism in comprehensive way

NEW YORK, 12th May, 2016 (WAM) -- The State of Qatar has called on the need to resolve the phenomenon of terrorism in a comprehensive manner with international efforts to unite and take into account the roots and causes of the phenomenon, stressing Qatar's firm position in condemning terrorism in all its forms and manifestations, regardless of its source, location and perpetrators.

The Qatar News Agency, QNA, said that this came in a statement delivered by Qatar's Permanent Representative to the United Nations, Sheikha Alia Ahmed bin Saif Al-Thani, during a Security Council's ministerial meeting on "Threats to international peace and security caused by terrorist acts".

In light of the comprehensiveness of the terrorism phenomenon and the threat it poses to international peace and security, the solution should be comprehensive in which all international efforts unite and take into account the roots and causes of this phenomenon, and reject any use of terrorism to achieve political or private goals, the statement said, emphasising at the same time that fighting terrorism should be conducted under international law, the rule of law and the protection of human rights.

The State of Qatar affirmed in its statement that the growing threat of terrorism witnessed by the region is contributed to by policies of some regimes that have an interest in the existence and expansion of these organisations and prolonging survival after being rejected by their own people and the world due to their criminal policies and serious violations of international and humanitarian Law and human rights.

The statement also emphasised that the Syrian regime that used chemical weapons, starvation, indiscriminate bombing of civilians and the destruction of infrastructure and the fortunes of the Syrian people is exactly the same as terrorism.

The statement indicated that the lessons learned from growing terrorism confirmed that it did not arise from a vacuum, but grew and evolved in fragile environments, and was assisted by policies that do not give importance to political, economic and social problems afflicting society, stressing that success in uprooting terrorist groups depends on addressing the causes that lead to the creation of an enabling environment for the growth of these groups.

The State of Qatar, in its statement to the Security Council meeting, called to adopt a broad approach to address the roots of terrorism and its causes, noting that it does not intersect and reduce the importance of the immediate military response to the imminent danger posed by terrorist groups, adding that the military response must not come at the expense of addressing the causes of terrorism and its origins and motivations.

The State of Qatar affirmed that terrorism should not be linked to a particular religion, race or culture, the statement said, adding that any attempt to associate terrorism with any religion, culture, civilization nationality or group will give a pretext for terrorists to justify their terrorist acts, and the recruitment of young people.

Qatar also stressed the importance of respecting religions and the values of tolerance, saying that religions do not advocate terrorism, but urge tolerance, cooperation and collaboration, according to the statement.

The statement emphasised that on the basis of Qatar's policy, which pays special attention to combating violent extremism, it and other countries had requested a high-level meeting of the General Assembly on children and young people affected by violent extremism. The meeting will take place on June 3rd as part of international efforts to combat the roots of terrorism.
