Qatar- Cabinet Holds Weekly Regular Meeting


(MENAFN- Qatar News Agency) Doha April 06 (QNA) - HE the Prime Minister Sheikh Abdullah bin Nasser bin Khalifa Al-Thani on Wednesday chaired the Cabinet's weekly regular session at its Emiri Diwan premises.
After the meeting HE the Deputy Prime Minister and Minister of State for Cabinet Affairs Ahmed bin Abdullah Al-Mahmoud said the Cabinet reviewed topics on the agenda and took a set of decisions and measures.
The Cabinet considered the topics on the agenda as follows: Took necessary steps to issue a draft law amending some provisions of Law No 8 of 2002 on the Organization of Business of Commercial Agents after being briefed on the recommendation of the Advisory Council on the Draft Law.
As per the amendment are considered as Commercial Agent whoever commits himself under a distribution contract to promote and distribute goods products and services for industrial or commercial establishment provided that he is the sole distributor of them.
The Cabinet may upon a proposal of the minister except some goods products and services from the scope of application of the provisions of this law.
Traders registered in the commercial register may import goods covered by the agency even if these goods have a local agent. The Minister may put controls and conditions relating to the principle of reciprocity.
The agent can return to the principal to get commission in accordance with the agreement between them if the goods imported by third parties for trading purposes.
The agent does not deserve any commission on the goods that are imported for personal use and does not deserve any commission for commodities and goods imported by third parties for the purpose of re-export.
The competent Directorate may license the establishment of non-agent workshops for some of the goods covered by the agency contract . The rules regulating that shall be set by the Minister.
The Cabinet approved a Cabinet draft decision amending some provisions of decision No. 17 of 2011 on nominating the chairman and members of the tax appeal committee and the organization of its work and determining its rewards.
The committee established at the Ministry of Finance under the presidency of one of the judges of the Court of Appeals and the membership of representatives from concerned entities is to decide on appeals submitted by taxpayers.

Approved a Cabinet draft decision to amend some provisions of decision No. 36 of 2014 establishing the Custom Clearance System National Committee (the one window).
This Committee set up at the General Authority of Customs under the Authority's deputy president and membership of representatives of the concerned bodies is in charge of many specializations including the contribution to facilitating the process of trade exchange between the State and all world countries through simplifying procedures and non-custom restrictions at outlets and confining all import and export operations to one window to enable all concerned parties to complete their procedures through the customs system.
Took the necessary measures to endorse the following: - A Memorandum of Understanding in the fields of health between governments of the State of Qatar and the Islamic Republic of Pakistan.
- A Memorandum of Understanding in the Radio and TV field between governments of the State of Qatar and the Islamic Republic of Pakistan.
Approved a draft agreement between the government of the State of Qatar and the Organization of the Islamic Cooperation (OIC) on the headquarters of the OIC's humanitarian funds The Cabinet reviewed the two following issues and took the appropriate decisions: A proposal by the Ministry of the Interior on the lifting fingerprints collecting of biodata and conducting medical check-up on expatriates through the service centres of one of the specialized companies abroad.
The annual report of the Communications Regulatory Authority for 2014/2015 and took the appropriate decision.
The Communications Regulatory Authority regulates the communications information technology and posts sector as well as the access to digital media in order to deliver advanced and reliable communications services that serve all areas of the state.
The report also included the Authority's plan of action its achievements and its endeavour to regulation for the future to develop the communication sector increase the privileges that the consumer gets to develop the market and enhance competitiveness.(QNA)
