Kuwait- Panel approves proposal to amend Domestic Labour Law No. 69/2015


(MENAFN- Arab Times) The Parliamentary Finance and Economic Affairs Committee on Sunday approved the proposal to amend Domestic Labor Law number 69/2015. Committee Chairman MP Faisal Al- Shaye revealed the proposal is to amend the first paragraph of Article One of the law to read as follows: "A closed joint stock company shall be established and it should not earn more than 10 percent of the total cost for hiring a domestic worker." This shall replace the current text which states "a closed joint stock company shall be established and it should not earn more than 10 percent of the capital of its shareholder."

In another development, Al-Shaye said the committee rejected the government's recommendation to amend law number 79/1995 on the fees for public utilities in a bid to increase such fees. He clarified this is in line with the opinion of the Legislative and Legal Committee which cited constitutional violation. Meanwhile, the Women and Family Affairs Committee discussed housing care for women with State Minister for Housing Affairs Yasser Aboul.

Committee Chairman MP Saleh Ashour said they asked the minister to quickly look into the housing issues concerning Kuwaiti women married to non-Kuwaitis, stressing the need for close coordination with the government to address the problem.

On the other hand, Ashour revealed the Ministry of Finance intends to privatize some stateowned companies, asserting this contradicts the ministry's previous statement on its keenness to diversify the sources of income. He warned the government will lose an important source of income once these companies are privatized so he urged his colleagues to stop the government from taking this step.

Furthermore, the Legislative and Legal Committee endorsed the request to lift the Parliamentary immunity of MP Abdul Hameed Dashti as per the Judicial Ruling, Writ and Declaration Agreement of Gulf Cooperation Council States Law number 44/1998.

Committee rapporteur MP Ahmed Al- Qudaibi confirmed that majority of the panel members agreed on lifting the immunity of Dashti in misdemeanor case number 9196/2015 and case number 423/2013 filed at Salhiya police station. Also, the committee approved the government's proposal to amend the Experience Regulation Law, taking into consideration the fourth proposal presented by MP Abdul Rahman Al-Jeeran on amending some provisions of the law.

He disclosed the amended law includes stipulations on re-designation of titles € president or members, along with other procedural regulations and Article two on accountability if a case is filed against an expert. Moreover, the Public Utilities Committee discussed Sunday the proposed amendments to Kuwait Municipality Law number 5/2005.

Committee rapporteur MP Saud Al-Huraiji confirmed the attendance of Communications Minister and State Minister for Municipality Affairs Essa Al-Kandari in the meeting, during which they looked into the penalties for those proven to have violated regulations on private property constructions. A number of penalties were reviewed including the disconnection of power supply but the committee asked the government to delay taking decisions until further studies are conducted.
