UAE cabinet reshuffle offers message of hope to Arab world: paper

ABU DHABI 29th February 2016 (WAM) -- The Arab world should rely on itself to put the region to rights and it cannot rely on strong external powers coming in to rescue it from hatred intolerance and violence commented a UAE daily.

"The way forward is for the Arab world to create governments that seek to empower their people as they seek to achieve their dreams and ambitions rather than have governments that try to control their people" said Gulf News in an editorial on Monday.

These powerful ideas were at the core of the regional message that Vice President and Prime Minister and Ruler of Dubai His Highness Sheikh Mohammed bin Rashid Al Maktoum sought to offer from the recent government reshuffle in the UAE.

In a detailed commentary on the thinking behind last week's cabinet reshuffle Sheikh Mohammed laid out why a new government institutional focus on youth tolerance future and happiness was so important for a prosperous future in the UAE and avoiding the misery that has engulfed much of the Arab world. "We do not forget that the genesis of the tension in our region the events dubbed the 'Arab Spring' were squarely rooted in the lack of opportunity for young people to achieve their dreams and ambitions" he said.

The statement from Sheikh Mohammed was unusual in itself because it is still rare for Arab leaders to spell out the political reasons and strategic thinking behind their actions. But the UAE's desire to involve its people in the process of governance has led to this exceptional level of transparency. Such openness from the leadership in government allows the people to both understand why the changes have happened and therefore empower them to work to support the changes with their own actions.

"The new UAE government intends to build a legal framework that formalises the tolerance that the UAE already practices" said Sheikh Mohammed. He intends this to be an example to the rest of the Arab world and he referred to how the Arab world flourished when it was more tolerant and open.

He lauded the values of ideological openness diversity and acceptance of other points of view whether intellectual cultural or religious. A significant part of the thinking behind the new ministries is that they seek to focus on the positives and give people hope at a time when far too much in the Arab world is about negatives (even necessary ones) such as avoiding extremism abjuring hatred and rejecting war and anarchy.
