Qatar- Foreigners can start institutions for public benefit

DOHA: A draft law was approved by the Cabinet yesterday which talks of allowing a non-Qatari to set up a private institution for public benefit provided the Cabinet okays such a request.

According to the draft law Qataris setting up a private institution for public benefit either individually or in groups will not need any special permission from the Cabinet.

Such an institution will need to have a minimum capital of QR2m and a main office from where it would be conducting its activities. Qatar News Agency (QNA) reported that at its routine weekly meeting yesterday the State Cabinet approved the said draft law which seeks to replace Law No. 21 of 2006.

Private institutions for public benefit can include non-profit civil societies also called non-governmental organisations (NGOs) and Quran learning centres for example.

The meeting was chaired by Prime Minister and Interior Minister H E Sheikh Abdullah bin Nasser bin Khalifa Al Thani at the Emiri Diwan.

The draft law defines a private institution for public benefit as an institution set up by one or more persons to achieve a purpose or a set of purposes for public benefit without the aim of making profit.

It stipulates terms and conditions to establish such an institution and says non-Qataris can also set up one provided they get special approval from the Cabinet.

Documents will be needed for registration and approvals in case they are applicable.

Such an institution once registered will be required to make financial disclosure QNA said.

The Cabinet also approved a proposal to amend Cabinet Resolution No. 34 of 2015 organising the government committee to coordinate for the purpose of holding conferences and events.

A representative from the Foreign Ministry will be the committee’s vice-chairman according to the amendment.

The panel will consider proposals by state agencies to hold conferences and events locally and give opinion as to how these would benefit the state.

The panel would coordinate with authorities to hold conferences festivals meetings and exhibitions fix dates and prepare annual schedules.

The Cabinet also approved its draft decision to set up a tenders and auctions committee at the Ministry of Transport and Communications.

The Cabinet also reviewed a letter by the Tax Appeals Committee at the Ministry of Finance on a report of the committee’s work from July to December 2015 and took appropriate decision.

The committee is established at the Ministry of Finance and chaired by a judge of the Court of Appeals with members from authorities concerned.

Its task is to look into grievances submitted by taxpayers and submit periodic reports to the Cabinet with details like number of grievances it looked into their types and causes and its recommendations.
