Cabinet reviews recommendations to regulate heavy transport sector


(MENAFN- Gulf Times) The Cabinet yesterday reviewed a recommendation on creating a database of heavy transport owners in the country. Several other recommendations were also made in a report prepared by a committee set up to regulate the heavy transport sector, the official Qatar News Agency reported.
In this regard, the Cabinet reviewed the opinions of the Ministry of Interior, Ministry of Transport and Communications and Qatar Chamber on the first quarterly report, from January to March 2015, prepared by the committee.
The report addressed issues studied by the panel and the recommendations it made, including the establishment of a database for all owners of heavy transport - individuals, companies and commercial institutions, registration of transportation and heavy machinery and equipment owned by citizens, and the development of a unified model for contracts to hire heavy equipment.
The committee was set up to examine all matters related to heavy transport, which included studying the means of regulating the sector, proposing practical and appropriate mechanisms for the same, framing rules for the nationalisation of heavy transport activities and identifying frameworks for related mechanisms in co-ordination with the authorities concerned.
After the regular weekly Cabinet meeting chaired by HE the Prime Minister and Interior Minister Sheikh Abdullah bin Nasser bin Khalifa al-Thani at Emiri Diwan yesterday, HE the Deputy Prime Minister and Minister of State for Cabinet Affairs Ahmed bin Abdullah bin Zaid al-Mahmoud said the Cabinet reviewed a study prepared for the development of the postal sector.
This comes within the framework of the development of Qatar Postal Services Company (Q-Post) in order to open the field for private investment, encourage competition and provide universal, high-quality postal services to individuals and businesses across the country at reasonable rates, QNA reported.
In October last year, as reported by Gulf Times, Q-Post had announced that it would launch several new services to augment the e-commerce market in the country.
The Cabinet yesterday approved a draft law on the protection of the Arabic language. The draft law provides that ministries, official institutions, public educational institutions (all levels) and municipalities are committed to use the Arabic language in everything that emanates from their systems, including instructions, documents, contracts, transactions, correspondence, labels, programmes, publications and advertisements.
National public universities and institutions of higher education, overseen by the government, are also committed to teach the Arabic language in all science- and knowledge-related matters.
The Cabinet also approved a proposal by the Ministry of Interior to amend certain provisions of Cabinet Resolution No 3 of 2003 establishing a permanent committee to manage the Abu Samra port.
Further, it approved a draft air services agreement between the governments of Qatar and the Kyrgyz Republic, and a draft memorandum of co-operation between the Ministry of Transport and Communications in Qatar and the International Maritime Organisation on the State's involvement in the review plan of the member-states of the organisation.
The cabinet also reviewed a letter by the National Committee on Arms Embargo about the 33rd report of the committee's work during the period extending from September 1 to to December 31, 2015.
