(MENAFN- Morocco World News) King Mohammed VI chaired Saturday in the southern city of Laayoune a council of ministers the Royal Palace’s Spokesperson Abdelhak Lamrini said in a statement.
During this meeting the council adopted a draft organic law a bill two draft decrees relating to the military new appointments to high office and several international agreements. In the beginning the Minister of National Education and Vocational Training made a presentation before King Mohammed VI on the strategic guidelines of the State policy concerning the strategic vision for the reform of education training and scientific research over 2015-2030. In this context the Sovereign emphasized that openness and communication do not mean alienation or followership as they shall not be a pretext for isolation and inward-looking. The King in his capacity of Commander of the Faithful gave his instructions to the Ministers of National Education and Endowments and Islamic Affairs to revise religious curricula and educational textbooks both in public and private schools and traditional institutions in order to attach great importance to education on the values of tolerant Islam as part of the Maliki Sunni rite which advocates moderation tolerance and coexistence with different cultures and civilizations. He also stressed that these programs and textbooks are based on the authentic values of the Moroccan people and their secular traditions based on the commitment to the fundamentals of the united national identity enriched by the diversity of its components as well as the positive interaction and openness on the knowledge society and new technologies. Subsequently the Minister of Interior presented to the King a summary of the strategy related to the implementation of the new model of development of the southern provinces in which he stressed that this model implemented in accordance with the High Royal Instructions is an implementation and acceleration mechanism of advanced regionalization. Subsequently the Council examined and adopted a draft organic law concerning the Regency Council. This text drawn up in accordance with Article 44 of the Constitution sets the operating rules of this Council which shall exercise during the King’s minority the constitutional powers and rights of the Crown except those relating to the revision of the Constitution and the powers vested in the King under the legislative texts. As for the field of military the council of ministers examined and adopted a bill amending and supplementing the institutional law of the military pension scheme. Under this new bill the military's minimum retirement pension will be increased in a gradual manner. The council adopted a draft decree concerning the contingency allowance for some members of the military. Italso adopted a decree project defining the protection process of sensitive information systems. In Accordance with Article 49 of the constitution and upon the proposal of the Head of Government: At the initiative of the Interior minister the king appointed several walis and governors. At the initiative of the minister of Foreign Affairs and Cooperation the king appointed several ambassadors. At the initiative of the minister of Economy and Finance the king appointed Nezha Hayat as president of Morocco's Capital Market Authority and Hassan Boubrik as president of the Supervisory Authority for Insurance and Social Welfare. At the initiative of the minister of Agriculture and Fisheries the king appointed Karim Tajmouati as the General Director of the National Agency of Land Conservation Land Registry and Mapping. At the Initiative of the minister of Equipment Transport and Logistics the king appointed Abdelhamid Addou as CEO of the national airline Royal Air Maroc (RAM). At the Initiative of the minister of Energy Mining Water and Environment the king appointed Khamar Mrabet as Director of the Moroccan Agency of Safety and Security in Nuclear and Radiological fields. The Council also approved four multi-stakeholder agreements amending the Marrakech Agreement establishing the World Trade Organization the status of the Organization for the Development of Women in the member countries of the Organization of Islamic Cooperation the statute of the organization of the International Islamic Court of justice and the Migrant Workers Convention. Within the framework of reinforcing bilateral relations with several brotherly and friendly countries the Council of Ministers approved six bilateral agreements concerning in particular the Millennium Compact non-double taxation and prevention of fiscal evasion the situation of some foreign educational institutions in Morocco social security as well as the creation of an office of the International Fund for Agricultural Development in Morocco.
