Qatar- QR10000 to QR100000 fines for violating contractors

DOHA: Contractors will face fines ranging from QR10000 to QR100000 if they carry out any construction demolition or maintenance work on buildings if the landlord had not obtained a legal permit from the municipality concerned.

Such permits are also required for any additional construction or partition of buildings.

In a paper presented at a workshop held by the Ministry of Municipality and Urban Planning Dr Ahmed Abu Mustafa Legal Adviser of the ministry explained the concept and provisions of judicial control over buildings and excavations in line with provisions of Law No. 4 of 1985 and amendments brought about by the Law No. 8 of 2014

The law has banned construction of any building initiating any works expansion raising height strengthening maintenance change of features by way of excavation landfill or levelling any connection or extension of utility line to buildings prior to obtaining a legal permit from the municipality concerned explained Abu Mustafa.

It is also not permitted to paint the building façades and exterior walls in any colour not approved by the municipality concerned.

The law has imposed a fine ranging from QR250 and QR500 per square metre and a fine ranging between QR200 and QR400 for every linear metre in case of undertaking any building works or partition and the like without a permit. He also explained personal qualities to be met by inspectors checking such violations and procedures for registration of violations and reconciliation with violators.

The second paper by Engineer Hussein Mohammed of the Office of the Assistant Undersecretary for Public Services Affairs discussed the ministerial decisions No. 120 121 and 122 of 2015 which aim to regulate construction maintenance and demolition works in public places.

The law mandates contracting and excavation companies engineers and consultancy offices practising construction works to take precautions for protection of passersby.

They are also required to meet conditions for pedestrian paths in the peripheral of work sites and interim sidewalk and install guidelines and warning signs and barriers for regulating pedestrian movement. The decisions also make it mandatory for contractors to install a banner in a clearly visible location in the work site showing the name of the owner description of the project number and date of the licence name and other particulars of the contractor and the name of the person in charge of the site.
