UN chief in France to Push Climate Agreement Ahead of Global Summit

(MENAFN- Qatar News Agency) A binding global agreement on climate change must include incentives for investment in clean technologies, UN Secretary General Ban Ki-moon told French diplomats Wednesday as he works to spur momentum towards reaching a consensus at a Paris summit at the end of this year.

Funding is one of the central hurdles Ban identified to a pact along with setting hard targets on carbon-emission reductions, deciding whether the agreement will be binding and forming a consensus on shared but different responsibilities for alleviating climate change.

The latter has been pushed by developing nations who say it's unfair that richer countries were able to industrialize without penalties for pollution.

Prior to meeting with Ban earlier in the week, French President Francois Hollande had also warned there would be no agreement at the climate summit without annual funding from industrialized countries to help develop renewable energy.
