Qatar- Fine for overtaking from right doubled


(MENAFN- The Peninsula) An amended traffic law likely be enforced by year-end will allow motorists to pay half the fine for a violation that figures on the reconciliation list provided the fine is paid within 30 days. The rule will not apply to violations in which reconciliation is not possible.

However, once the 30-day period is over, the errant motorist will have to pay the fine amount in full. The amended traffic law, however, doubles the fine for overtaking from the right side to QR1,000 from QR500.

The fine for illegal parking of cars in slots reserved for people of special needs has also been raised to QR1,000 from QR500. Three points will also be deducted from the driver's points scale for the above violation.

Those found repeating the above violations will be liable to be jailed as well as fined.

Points are also to be deducted from the driver's points scale for exceeding speed limits. No fines are, though, prescribed for breaching speed limits. The Emir H H Sheikh Tamim bin Hamad Al Thani yesterday issued Law Number 16 of 2015 amending some provisions of the Traffic Law that was issued in 2007.

Qatar News Agency (QNA) reports that the amended law will be effective 90 days after its publication in the official gazette.

The legislation bars an owner from parking a car in a public place, including roadside and open ground, with an announcement for sale without permission from the Department of Traffic.

Earlier, the Department of Traffic as well as the municipality concerned were to deal with such violations but now the former (traffic department) has been solely authorized to deal with it.

A vehicle seized for violation must be taken back by its owner within three months after paying the fines, or it would be auctioned. The fine amount will be deducted from the sale proceeds after the auction and the remaining amount will be handed to the owner.

However, if the fine is more than the sale amount, the matter will be referred to the court for recovery of the outstanding amount. Earlier, the period for claiming a seized car was six months. Car rental companies, all car showrooms, garages and automobile décor shops will need to be licensed by the "authorities concerned".
