(MENAFN- Arab Times) MP Abdulrahman Al-Jeeran praised the remarks made by Finance Minister Anas Saleh on the development of a mechanism for the partnership of public and private sectors.
In a press statement, Al-Jeeran, who is a member of the Legislative and Legal Committee in the Parliament, pointed out that seeing a new version of partnership projects between the public and private sectors through the mechanism put forward by the minister gives a ray of hope in terms of addressing loopholes in the buildoperate- transfer (BOT) system by granting 50 percent of the shares to citizens with low income.
He stressed the importance of the government program and development plan to the Ministry of Education, considering all sectors in the ministry work individually and are one-sided. He claimed these sectors have no direct and objective link with the development plan. He also affirmed the significance of Kuwait Municipality's solid waste treatment project in Kabad since it is a global issue while Kuwait still lacks environment protection laws.
He highlighted the feasibility of using solar energy in producing electricity, indicating the entire world has witnessed the successful flight of an aircraft around the world using solar power. He asserted this opens a wide field for innovation and development, especially after the oil price decline and entry of gas as a strong competitor which has a clear effect on world events recently.
In conclusion, Al-Jeeran explained Kuwait's Constitution touches on this issue as it is stated in Article 21 that "Natural resources and all revenues from there are the properties of the State. It shall ensure the preservation and proper use of these resources as per the requirements of State security and the national economy".

KUWAIT CITY: Former Minister of Commerce Amani Bouresli says the structure of salaries of government employees is faulty and lacks fairness, and strategic salary alternative is not the best solution at a time when the country suffers KD 2.3 billion deficit in its budget, reports Annahar daily. In a press statement, she stressed the importance of modifying law of civil service, adding the law has been issued since 1980 with inadequacies, even as the sector is the main authority in charge of organizing financial regulations for government sector activities, and should be among reform priorities.
Strategic salary alternative is aimed at unifying the hierarchy of salaries, basic fees, and career allowances to balance salaries based on career differences. It also aims to create a ladder of fifteen career degrees and basic unified salaries, even as each group is paid special allowance to control fees and salary increase.
