Kuwait- A's, B's For Teachers Queried With Education Seen In Decline


(MENAFN- Arab Times) Approval of the Telecommunications Authority Law is a historic achievement for the National Assembly due to its positive impact on the nation and the people, says Secretary of the Assembly MP Adel Al-Kharafi.
He pointed out this law is expected to bring profits or revenues for the State by regulating the telecommunications sector, as well as protecting the subscribers. He cited the regulation of networking services as a financial source considering the fees, issuance of licenses and service revenues that will go to the State Treasury. He added the authority will work hard to protect subscribers and address their complaints, hoping for the immediate implementation of the law.

Meanwhile, MP Mansour Al-Thaffiri urged the government to focus on implementing laws passed by the Parliament. He said the bylaws of a large number of these laws have yet to be issued, asserting this delay hampers national development efforts. He noted the Parliament held a special session on this matter and the government vowed to pick up the pace during the parliamentary recess, but nothing has been done as of this day.

He also praised the Minister of Interior for playing his role efficiently in enforcing legislation concerning his ministry, while urging the rest of the ministers to follow his lead. He went on to affirm that governmental transparency is essential in identifying factors hindering the implementation of ratified laws; especially since these laws have been approved by the government and Parliament.

He warned this might raise suspicions if not addressed immediately. In another development, MP Abdulrahman Al-Jeeran called on the Ministry of Education to strictly comply with regulations on evaluating the performance of teachers and administrative staff. He wondered how 75,000 out of 100,000 employees obtained excellent job performance rating while the services and overall performance of the ministry continue to deteriorate.

He is baffled by this large number as it does not reflect the reality of daily proceedings in the ministry; taking into consideration allegations of mismanagement and other suspicious acts, made worse by the failure to take legal action to stop absenteeism among a huge number of employees. Nevertheless, he praised the minister's directive to root out all forms corruption in his ministry as he is keen on improving its performance by "pumping new blood" while discarding those who have been negligent and do not even know their job description.

Furthermore, MP Mohammed Al- Huwailah has proposed creation of websites for all government institutions and entities due to the importance of providing electronic services to the public such as important links, basic information, procedures and transactions. He said these websites must be developed and updated continuously to ease procedures for the people and open channels of direct communication with them.

He also called for the establishment of service and public relations centers for each ministry, in addition to a government management authority, where the employees will process transactions as well as directly communicate with the people by telephone and other electronic devices.
