Kuwait- Govt Is Currently Preparing A Number Of Draft Laws: Sources


(MENAFN- Arab Times) The government is currently preparing a number of draft laws on the development plan, strategic alternative to the salary scale and independence of the judiciary; as well as the executive bylaws for the laws that the Parliament approved in the previous round, reports Al-Rai daily quoting governmental sources.

Sources disclosed the government intends to issue a number of draft laws through a decree of necessity during the parliamentary recess, particularly the proposed amendment of the law on penal trials and procedures such as the provisional arrest and detention period to become 40 days.

Sources added the current version of the law specifies four days as the period of provisional arrest and 21 days for provisional detention. Sources said the decree will most likely be issued in the coming days considering the security situation in the country after the terrorist attack on Imam Al-Sadiq Mosque.

On the other hand, the Cabinet is expected to discuss this month the Rahiya scrapyard for used tyres which has become a controversial issue between the Kuwait Municipality, Environment Public Authority and Public Authority for Housing Welfare (PAHW) in line with preparations for the implementation of South Saad Al- Abdullah housing project. Sources affirmed the Rahiya scrapyard is not an impediment to the South Saad Al-Abdullah housing project, indicating it is possible to carry out the first phases in the southern strip where electricity is available without hindrances. They said PAHW has been reassured that South Saad Al-Abdullah is suitable for the project.

Meanwhile, MP Rakan Al-Nisf said the other ministries are responsible for bolstering cooperation with the Interior Ministry to guarantee security and stability in the country; indicating the Parliament will not hesitate in approving any law in this regard, particularly those aimed at controlling terrorism provided they are in line with the Constitution, reports Al-Qabas daily. He pointed out the Parliament has approved the emergency budget and the proposed DNA profiling to help the concerned authorities identify criminals and dead persons, especially the charred bodies.

On the other hand, MP Faisal Al- Shaye has rejected the suggestion to transfer the General Customs Department to the Interior Ministry. He argued there is no justification for this move, taking into consideration the securitymen are always present in the department to follow up their work without any problems or hindrances.
