'Digital Kerala' project to be launched today

Trivandrum: The southern Indian state of Kerala will log on to Prime Minister Narendra Modi’s ambitious ‘Digital India’ project by launching a ‘Digital Kerala’ programme on Monday.

State Industry and Information Technology Minister P K Kunhalikutty will kick off the week-long programme by launching a bunch of e-Governance initiatives that include e-KYC for Aadhar project Citizen Portal for e-Office Project and e-Learning project.

The Kerala government which has already provided computer literacy to one member in most of the households in Kerala through the ‘Bridging Digital Divide’ programme launched as early as late nineties has decided to implement e-Office in all department of the government secretariat in August 2013.

The programme has been implemented in 21 departments either fully or partially so far. Most of these departments are now using e-Office for file processing obviating the need for citizen to visit the government to check their file status.

Similarly the e-Learning platform developed by Kerala State IT Mission is now being used by various departments and educational institutions to conduct online training programme and guide and manage students effectively by contextualising the learning experience. The platform offers a learning environment vastly different from the conventional classroom and helps departments/trainers/course creators to create an online classroom setting with opportunities for rich interaction and collaboration with their students.

The e-KYC is a process in which the demographic data (such as name address date of birth gender mobile number and email address) and photograph collected by United Identification Authority of India (UIDAI) are provided in the form of a digitally signed XML document provides the facility for verification of Proof of Identity (PoI) and Proof of Address (PoA) in the digitally signed electronic format.

The state government last week launched the ‘Digitial Locker’ scheme under the Digital India programme. The facility available in the site https://digitallocker.gov.in provide a private storage space linked to a citizen’s Aadhaar number.

The locker can be used to keep the citizen’s e-Documents secure and to share in the Uniform Resource Identifier (URI) to various departments where a copy is to be produced. The provision for e-Sign the documents is also available in the site.
