3. Watch for those that are videotaping or using surveillance equipment like binoculars to watch law enforcement activities.
4. Watch for people "hanging around" a public building transit station utility station or other critical infrastructure for long periods of time who are videoing others and possibly making phone calls or sending a lot of text messages.
5. Report anyone tampering with surveillance cameras or entering unauthorized areas.
6. Report strange or abandoned vehicles on the side of the road.
7. Take notice of people in bulky or inappropriate clothing.
8. Report unauthorized personnel around power lines poles transformer boxes sewers storm drains gas lines or other utility equipment.
