(MENAFN- Kuwait News Agency (KUNA)) The International Committee of the Red Cross (ICRC) expressed concern Thursday over torturing and beating inmates at Roumieh prison northern the Lebanese capital.
Prisoners must be treated humanely regardless of reasons for which they were arrested, Fabrizio Carboni, Head of ICRC's Mission in Lebanon told reporters after holding discussions with Lebanese Interior Minister Nouhad Machnouk.
There is a high-level of cooperation between Lebanon and the International Red Cross, in which Lebanese authorities allowed entry to all prisons in the country, Carboni said, noting that matters are currently going well without problems.
He also noted that he has urged Machnouk to order all security authorities in the country, including the ones working on investigating the incident, to adhere to standard procedures while interrogating suspects, and respect their human rights as well.
Meanwhile, Carboni said that ICRC has pledged USD one million to rehabilitate some Lebanese prisons.
"The ICRC has submitted a proposal to Cabinet, through the interior minister, calling for the rehabilitation of some Lebanese prisons," Carboni said, adding that "we have designated a sum of USD one million to some of these centers, including Tripoli and Zahle prisons." He also said that poorly-equipped detention facilities pose a crisis to both inmates and prison guards, adding that renovations would provide a suitable environment for security forces and detainees.
