Qatar- Govt. to establish 'Supreme Council for Civil Defence'


(MENAFN- The Peninsula) The cabinet today issued a draft to establish a new Council called "Supreme Council for Civil Defence".

The council will be entrusted with the responsibility of drawing up the general policy of civil defence, declaring a state of emergency in case of a disaster or the presence of conditions that makes its occurrence possible and announcing its end.

Currently the General Directorate of Civil Defence at the Interior Ministry undertakes the implementation of civil defense measures using all methods to achieve its objectives. The General Directorate of Civil Defence must approve all design schemes for state facilities in order to endorse their fire prevention systems, reports QNA.

Under the provisions of the draft law commercial, industrial and similar stores will not be granted a license until obtaining a certificate from the authorities concerned to have a valid fire prevention system.

With the implementation of the law, facility owners will be required to carry out mandatory regular maintenance for the fire prevention system and adhere to the measures and conditions of security and safety stipulated in the list attached to the law.

In addition, the principles of civil defence will be taught in schools, religious institutions and training centres, according to the regulation established by the authorities concerned in co-ordination with relevant educational authorities.

The cabinet today held its weekly regular meeting, chaired by Prime Minister and Interior Minister, HE Sheikh Abdullah bin Nasser bin Khalifa Al Thani and took the necessary steps to issue the draft law on civil defense, after considering the recommendation of the Advisory Council on the draft law.
