(MENAFN- Gulf Times) The Cabinet yesterday decided to issue a draft law to set up a Supreme Council for Civil Defence which will be entrusted with the responsibility of drawing up the general policy of civil defence and declaring a state of emergency in the event of a disaster.
It will be also for the new council to decide when to end the emergency which can be declared if conditions for a possible calamity prevail in the country.
The General Directorate of Civil Defence at the Interior Ministry will undertake the implementation of the measures initiated by the Supreme Council.
The General Directorate must approve all plans for state facilities and endorse their fire prevention systems.
According to the provisions of the draft law, commercial, industrial and similar stores cannot be granted a licence until a certificate from the relevant authority of having a valid fire prevention system is obtained.
Owners of properties must carry out regular maintenance of the fire
prevention system and adhere to security and safety measures and conditions stipulated in the list attached to the law.
The law calls for teaching the principles of civil defence in schools, religious institutions and training centres in co-ordination with the educational authorities.
After the regular cabinet meeting chaired by HE the Prime Minister Sheikh Abdullah bin Nasser bin Khalifa al-Thani at the Emiri Diwan , HE the Deputy Prime Minister and Minister of State for Cabinet Affairs, Ahmed bin Abdullah al-Mahmoud said it was also decided to issue a draft law, which will ultimately lead to the phasing out of ozone-depleting substances.
To support Qatar Tourism Authority's (QTA's) ambitious plan to promote the state as a world-class tourism hub by diversifying its services and supporting the cruise industry, the Cabinet approved the authority's accession to the membership of the Cruise Lines International Association.
QTA wants to drive cruise traffic to Qatar, "particularly since there are already large numbers of international visitors joining cruises in the Gulf, with other destinations receiving over 200,000 cruise visitors per year".
