Kuwait- Domestics, Rights, Budget Up For MPs


(MENAFN- Arab Times) The Parliament will discuss a number of important bills like the domestic workers, national commission for human rights and State budget in Tuesday's session which will start after Zohour prayer at 12:30 pm, says Chairman of the Priorities Committee MP Yousef Al-Zalzalah.

He disclosed the Parliament will instruct the Health Committee to submit its report on the second reading of the Family Care Bill, in addition to the environment and telecommunications amendment bills that will be discussed also on Tuesday. He said the session is supposed to end at 3:00 pm but it might be extended until 5:00pm, because the agenda includes several important bills. He added the Parliament intends to approve the budget bills before the parliamentary recess.

In another development, Rapporteur of the Human Rights Committee MP Hamoud Al-Hamdan condemned what he calls as "brutal and sectarian systematic torture by Lebanese securitymen against the Sunni detainees in Roumieh Prison". He pointed out the photos and video clips published recently constitute a black spot in the record of Lebanon which claims to be a State of institutions, because the act is a blatant violation of the prisoners' human rights. He added a report presented to the United National Committee against Torture said torture is a systematic practice in Lebanon's prisons, indicating the Lebanese security personnel at the Information Division of the Internal Security tortured the Islamist detainees and Syrian opposition refugees in Roumieh Prison where they are being held for years without trial.

He warned about the repercussions of such brutal act by an official security agency that is supposed to enforce the law and ensure justice, security and safety of prisoners. He said this might prompt the prisoners to look for another outlet like DAESH which follows a deviant ideology. He argued the blatant violation of human rights could discourage those wanted by law from turning themselves in. He also asked the Kuwaiti government to review its donations to Lebanon which cannot manage its prisons properly. Meanwhile, MP Talal Al-Jallal said the train of legislative achievement in the current Parliament is moving towards the right direction due to cooperation of the government; hence, the passage of several laws deemed beneficial to the citizens. He asserted the Parliament is keen on passing the Judiciary Independence Bill which grants financial and administrative autonomy to the judicial authority.
