Kuwait- Five MPs Propose Amendments To Bill


(MENAFN- Arab Times) MPs Abdulhamid Dashti, Oda Al- Rowai'e, Faisal Al-Kandari, Mohammed Tana and Majid Mousa have proposed amendments to the draft law on the recruitment of domestic workers, such as changing the name of the bill to, 'Organizing the Recruitment of Domestic Workers', reports Al-Anba daily.

The lawmakers also suggested revising Article 59 to allow the minister of interior to issue the executive byelaws, regulations and decisions required to implement the law within three months from the date of its publication in the official gazette.

They also proposed modifying the preface of the law on establishing movable joint companies to hire and supervise domestic personnel. They added that Article 54 should be amended to ensure it does not contravene Article Four, stating the minister of interior shall issue a decision specifying the commission for a person who is licensed to hire domestic personnel. The recommended commission is five percent maximum that will be added to the fees charged by the concerned authorities in Kuwait and the workers' countries of origin.

Six parliamentary committees will hold meetings on Sunday to review issues related to their respective agendas, reports Al- Seyassah daily quoting sources. Sources said the Legal and Legislation Committee will meet at 11:00 am to discuss issues concerning minors and the draft law on regulating auditing methods used by external auditors in departments under their jurisdiction.

Sources revealed the Financial and Economic Affairs Committee will meet at 12:00 noon to deliberate on amendments presented by lawmakers concerning the draft bill on the recruitment of domestic workers. Sources said the Health and Social Affairs Committee will meet at the same time to discuss amendments to the Private Nursery Bill proposed by some lawmakers in the presence of Minister of Social Affairs and Labor and State Minister for Planning and Development Affairs Hind Al-Sabeeh.

Sources added the Public Funds Protection Committee will meet at 12:30 pm to look into the comments of the State Audit Bureau on the fiscal 2013/2014 final accounting, particularly the late collection of revenues by the Public Authority for Youth and Sports from some private companies for over 10 years.

Sources went on to say the Budget and Final Accounts Committee will meet at 1:00 pm to discuss the budget of the Ministry of Defense for fiscal 2015/2016 in the presence of representatives from the Ministry of Finance, Ministry of Defense and State Audit Bureau. The last meeting for the day will be that of the Public Utilities Committee to discuss the proposal to amend some provisions of law number 5/2005 concerning the Kuwait Municipality
