Qatar vows development for all


(MENAFN- Gulf Times) Qatar is committed to both human development and human rights as they share the common purpose of securing the freedom, well-being and dignity of people everywhere, Minister of Development Planning and Statistics, Dr Saleh bin Mohamed al-Nabit, has said.

He was speaking at the launch of Qatar's Fourth National Human Development Report (NHDR), Realising Qatar National Vision 2030: The Right to Development, which was prepared by the Ministry of Development Planning and Statistics (MDPS) in collaboration with the United Nations Development Programme (UNDP). The report involved extensive stakeholder consultation including government ministries and agencies, private sector, civil society, local and international experts.

"UNDP salutes the Qatari Ministry for Planning and Statistics for this excellent report," said Sima Bahous, Assistant Secretary-General and Director of the UNDP Regional Bureau for Arab States.

" The report shows a strong commitment among the Qatari government to advance on a broad development agenda here and across the Arab States Region, and UNDP is proud to partner in this process."

Qatar's 4th NHDR takes stock of progress on human development in the country from the perspective of the 1986 Right to Development Declaration. It identifies national challenges and focuses on opportunities for the fuller realisation of the Right to Development of the Qatari and non-Qatari populations. The report highlights areas where Qatar must make further advancements in human development and human rights.

HE Dr al-Nabit said Qatar has made significant progress in human development, a critical pillar of Qatar National Vision 2030. Qatar has been placed high on the latest Human Development Index (HDI), above all other Arab countries and 31st internationally.

Qatar has also made significant strides in the area of women's rights and
their empowerment, especially in education and health, where the country is a regional leader. "But challenges remain including in ensuring women's equal access to leadership roles in the private sector. The NHDR notes that more coordination is needed in order to achieve gender equality and women's empowerment," the report said.

"By ensuring that policies and programmes are inclusive and take into account the rights of all sub-population groups, and that implementation and enforcement mechanisms are in place, Qatar can achieve the Right to Development for all."

The NHDR aims to provoke public policy debate and raise awareness that human development and human rights are intertwined and that there can be no real development without the full enjoyment of all human rights. The report contains a limited number of key policy recommendations for Qatar's second National Development Strategy 2017-2022.
