Mr. Fugler stated “It was a very important session as there have been many new changes in the law impacting the raising of capital by an Entrepreneur. There is considerable confusion on all the nuances of the Jobs Act and what you can do now versus what rules are not yet promulgated such as certain Crowdfunding applications."
Mr. Fugler continued “We were fortunate to have Scott Anderson join me as a speaker Scott was until a few months ago Deputy Regional Chief Counsel at the Financial Industry Regulatory Authority (FINRA) in Los Angeles so he brings an inside view as to what the real regulatory challenges are and how to solve them.”

Mr. Fugler has extensive experience in radio and television including seven years at ABC affiliates scripting and hosting the weekly television features “Consumers and the Law” and “Today’s Law”; serving on the Executive Committee and as a television regional cohost of the Jerry Lewis MDA Telethon for five years; scripting and hosting the weekly radio program on Clear Channel “The Weekly Legal Advisor” as well as syndicated appearances on King Radio; appearances on Financial News Network’s “Business in the Morning” program; and special appearances throughout the country on various radio and TV programs. He is currently the host for interlinkedTV and frequently is requested to interview America’s top up and coming financial movers and shakers.
Scott Andersen is a principal partner with David Drake at Consult DA (Drake & Andersen).
Consult DA engages in regulatory and compliance advise and strategy for public and private companies facing challenges with SEC FINRA Attorney General and Exchanges.
Mr. Andersen from March 2012 to February 2015 was deputy regional chief counsel at the Financial Industry Regulatory Authority (FINRA) in Los Angeles where he he oversaw all FINRA enforcement cases prosecuted by the Los Angeles office and managed the West region’s attorneys. Mr. Andersen has broad experience with regulatory investigations and enforcement actions. He has led complex criminal and civil prosecutions for the New York State Attorney General’s office the New York Stock Exchange and FINRA for the last 20 years.
He has worked on significant matters involving: pump and dump frauds illegal stock distributions in violation of Section 5 insider trading research analysts conflicts of interest market timing/late trading enterprise corruption stock manipulation improper sales of complex products and supervision and supervisory control systems. His earlier positions include: enforcement director FINRA NYC July 2007 to March 2012; enforcement director NYSE Regulation Inc. NYC December 2004 to July 2007; trial counsel/senior special counsel NYSE Regulation Inc. NYC August 2003 to December 2004; co-chief Securities Prosecutions Unit Bureau of Investor Protection and Securities Office of the New York State Attorney General NYC June 1999 to August 2003; and Assistant Attorney General Office of the New York State Attorney General NYC August 1995 to June 1999. He is a cum laude graduate of Albany Law School and is admitted in NY State.
