New system in place for recruitment of Indian nurses, workers in Qatar


(MENAFN- Gulf Times) Foreign employers who seek to recruit Indian nurses and workers now have to register on the Indian government's eMigrate system (www.emigrate.gov.in), the Indian embassy in Doha said in a statement yesterday.

The statement explains the procedures involved for hiring both workers and nurses from India.

For nurses, the filled-in registration application will be vetted by the Indian mission, after which the foreign employers can raise the demand for Indian nurses on the eMigrate system with terms and conditions of their employment. With this, no further attestation of demand would be required from the Indian missions.

The recruitment of nurses for overseas employment will be done through three state-run recruiting agencies. These are the Non-Resident Keralites' Affairs Department (Norka-Roots), Thiruvananthapuram, Kerala (www.norkaroots.net), Overseas Development and Employment Promotion Consultants Ltd, Thiruvananthapuram (www.odepc.org), and Overseas Manpower Corporation Limited, Chennai, Tamil Nadu (www.omcmanpower.com).

Recruitment agencies that are authorised to recruit Indian nurses will not charge any fees towards recruitment expenses from Indian nurses. Moreover, foreign employers in Qatar will not recover any amount towards the cost of recruitment from Indian nurses, initially or subsequently, during their contract.

Further, with effect from yesterday, the emigration of nurses for overseas employment in Qatar requires prior emigration clearance from the Protector of Emigrants' offices in India. However, the age restriction of 30 years imposed on all women emigrating on Emigration Check Required passports irrespective of nature/category of employment will not be applicable in case of nurses visiting Qatar for employment.

For workers, the filled-in registration application will also be vetted by the Indian mission before the foreign employers can raise the demand for Indian workers on the eMigrate system and seek a permit to recruit directly or select recruiting agents in an online manner.

Such foreign employers will be required to declare the terms and conditions of employment of each category of job at the time of applying for the demand registration. The declared terms and conditions of employment will act as a specimen contract and form part of the employment contract at the time of actual recruitment. The procedure to fill the online form has been explained through videos in the Resources tab of the website - www.emigrate.gov.in

The implementation of the new system for workers' recruitment will be done in phases.

Foreign employers hiring more than 150 Indian workers are required to register online with immediate effect in order to raise demand and seek a permit to recruit directly or select recruiting agents. Similarly, those recruiting between 50 and 150 Indian workers have to register before June 30, while those hiring between 20 and 50 Indian workers are required to register before July 31. Those recruiting less than 20 Indian workers need to register before September 30.

In addition, a provision for applying for permit from the Registering Authority in the Ministry of Overseas Indian Affairs is available online for foreign employers who wish to hire Indian workers directly. Foreign employers can do so after getting registered on the eMigrate system with immediate effect.
