Qatari Cabinet welcomes outcome of Camp David summit


(MENAFN- Gulf Times) The weekly Cabinet meeting, chaired by HE the Prime Minister and Interior Minister Sheikh Abdullah bin Nasser bin Khalifa al-Thani, yesterday welcomed the positive outcome of the recent summit meeting between the leaders of GCC states with US President Barack Obama at Camp David.

The Cabinet said the joint statement issued at the summit in relation to strengthening Gulf-US ties as well as stances towards the different regional and international issues is a significant push towards enhancing the strategic partnership between GCC states and the United States and taking steps to protect the mutual interests and boost security and stability in the region.

The Cabinet's session then reviewed topics on the agenda and took a set of decisions and measures. It decided to take the necessary measures to issue a draft law regulating street works after examining the recommendation of the Advisory Council about the draft law.

The bill tackles provisions related the prohibition of excavation work and extending and maintaining service lines until a licence is granted from the relevant department except in urgent cases. The department concerned at Public Works Authority (Ashghal) can halt or cancel the licence according to public interests while providing a rationale for the decision. In case of breaches of obligations by the licensee, Ashghal has the right to fix the road and return it to its original condition with the licensee paying the costs.

The Cabinet then approved the following draft laws:

1. A draft law organising the real estate registration.

2. A draft law on the documentation and notaries.

3. A draft law regulating real estate brokerage.

The preparation of the draft laws came within the framework of the development of real estate registration and documentation systems aimed at protecting real estate wealth of the State and individuals, and to keep up with the requirements of the comprehensive development in Qatar.

The first draft law includes provisions for the management of real estate registration, records of registration and ratification of the signatures, procedures and registration fees, documents due to be registered and enrolled, the unification of real estate, land registry and the Committee on Land Registry.

The second draft law stipulates special provisions relating to the functions of the Documentation Administrative Unit, the notary, documentation of contracts, ratification of the signatures, proof of date, and it determines the fees and exemptions.

The third draft law organises the special provisions for licence to practise real estate brokerage business, obligations of the real estate broker and disciplinary accountability.

The Cabinet approved a draft Emiri Decision amending some provisions of the Decision No 91 of 2011 on the establishment of the Committee for the Protection of the State Property. The amendment stipulates that the Committee shall have a Secretariat, chaired by the Secretary and assisted by a number of employees of the represented bodies in the Committee. The decision designating them and defining their remuneration shall be issued by the Committee Chairman.

A draft decision of the Minister of Interior to amend certain provisions of the Resolution No 19 of 2007 on the fees for services performed by the Ministry of Interior and the certificates it issues was also approved. Under this amendment, no fees shall be paid for the cancelled residence permits by the Interior Ministry, as well as for the deceased.

The Cabinet approved a draft decision of the Minister of Economy and Trade to issue the executive regulations of the law of patents. Under the law, an invention shall get a patent if it is new, involving an innovative idea, can be subject for industrial application, not inconsistent with the provisions of Islamic Law or contrary to the public order or public morals, and does not affect the national security.

The patent is the certificate granted by the Patent Office at the Ministry of Economy and Trade to the invention's owner in order to obtain the established legal protection, in accordance with the provisions of the law.

The Draft Executive Regulation includes the provisions relating to the procedures to apply for patent registration, the establishment of a register of patents, documents for the registration request and fees along with the announcement of the patent and its publication in the Patent Gazette, which shall be delivered to the right holder or his agent.

The Cabinet ratified the minister of economy and commerce's decision to specify the maximum prices for some goods and foodstuffs for Ramadan 1436H.

It also ratified a draft agreement on the encouragement and protection of mutual investments between the governments of Qatar and Serbia as well as another draft agreement on air services between the governments of Qatar and Thailand.

In addition, the meeting took the necessary measures to endorse an agreement between the governments of Qatar and South Korea on military co-operation as well as a memorandum of understanding (MoU) on co-operation in the field of technology and innovation between Qatar's Ministry of Energy and Industry and South Korea's Ministry of Trade, Industry and Energy.
