Kuwait- Cabinet Expected To Discuss Grilling Request By MP Dashti


(MENAFN- Arab Times) The Cabinet is expected to discuss in its upcoming session the interpellation submitted by MPAbdulhameed Dashti against Minister of Foreign Affairs Sheikh Sabah Al-Khaled and two responses are being considered. According to governmental sources, the executive authority has no intention to see this interpellation, for it is unconstitutional.

Therefore, the government might refer the interpellation request to the Parliament's Legal and Legislative Committee for assessment; or directly request the Assembly to withdraw the interpellation in the session slated for Tuesday € similar to what it has done with the interpellation motion submitted by former MP Riyadh Al-Adsani against HH the Prime Minister.

Although the first scenario is in accordance with parliamentary traditions and is considered a more peaceful maneuver, the latter, which is approved by constitutional experts, will give the Parliament the power to dissolve the unconstitutional interpellation directly, but it will in turn spark unnecessary tension.

Concern
On the barrage of criticisms against Minister of Oil and State Minister for National Assembly Affairs Dr Ali Al-Omair, MP Abdulrahman Al-Jeeran expressed his concern that these actions might be considered a form of rejection to reformative efforts in the ministry that governs the country's main source of income. Sources had earlier revealed that the minister has suspended the appointment of oil sector officials and this issue has been excluded from the agenda of the Cabinet's next session.

Sources clarified that the matter will be discussed with the oil sector's high council which will be led by HH the Prime Minister, where competence and capabilities will be decisive factors. Under such circumstances, Al- Jeeran wondered why people are interfering in the affairs of the executive authority, considering the Constitution and the laws of the country have given them the right to take action as long as the Cabinet approves it.

He pointed out the hidden agendas seem to be leaking out. He asserted influential and official figures have repeatedly called for reform in the oil sector; and reports on violations submitted by the State Audit Bureau were raised several times at the Parliament, "yet whenever the minister complies, we hear the same voices rejecting the directive."

Therefore, the MP urged the minister to maintain his path and disregard "tasteless" criticisms, for the oil sector is in dire need of reform. Furthermore, MP Abdullah Al- Odwani has affirmed the minister's directive aims for reform in the sense that the appointment of 'new blood' in the oil sector is essential. In a press statement, the MP asserted that the minister was merely responding to parliamentary recommendations to replace the current officials and raise the level of productivity at the oil sector.

The MP stated the Assembly is in full support of any reformative step and the minister's directive is such. So, the MP called on his colleagues to support the minister in this "voyage." On the other hand, parliamentary sources disclosed the Financial Committee fully agrees on the implementation of the domestic labor recruitment company bill, but it will not be amongst the legislation tabled for discussion in the current legislative term.

Sources explained the committee is ready to present the bill to the Assembly for approval, but it will not be in this term due to a number of pending bills which were presented before the proposed domestic labor recruitment company. Sources confirmed the Assembly will see this bill through before the end of the year € as soon as the next legislative term starts.
