Mohammed bin Rashid issues new Law and Decree on Dubai Health Authority


(MENAFN- Emirates News Agency (WAM)) In his capacity as Ruler of Dubai, Vice President and Prime Minister of the UAE His Highness Sheikh Mohammed bin Rashid Al Maktoum has issued Law No (16) of 2015 partially amending Law No (13) of 2007 on the establishment of Dubai Health Authority and referred to hereafter as the original law.

His Highness Sheikh Mohammed bin Rashid has issued Decree No (16) of 2015 forming the Board of Dubai Health Authority. Humaid Mohammed Obaid Al Qatami chairs the new board, and the board members are Rashid Mohammed Al Mutawa, Jamal Ahmed Al Jassmi, Abdullah Mohammed Al Tenaiji, Abdullah Mohammed bin Sougat, Dr. Shawqi Meer Hashim Khoury, Dr. Amer Ahmed Sheref, Hawa Abdullah Bastaki and Asma Abdulla Al Shereef. The term of the board is three renewable years. The Decree is valid from the date of issuance and to be published in the Official Gazette.

Law No (16) of 2015 substitutes Articles (2), (8), (9), (10), (11), (12), (13), (14) and Articles (17) of the original law pertaining the subsidiaries of Dubai Health Authority, the Board of Dubai Health Authority, the authorities and responsibilities of Dubai Health Authority, the authorities and responsibilities of the Board of Dubai Health Authority, the meetings of the Board of Dubai Health Authority, the formation of the committees and work teams, the responsibilities of the Managing Director and the formation of the executive body of Dubai Health Authority.

The amended articles stipulate the authorities and responsibilities of the Board of Dubai Health Authority to include establishing and overseeing the policies, plans, programs and projects of Dubai Health Authority and its subsidiaries, approving and overseeing the strategic, operational and developmental plans, regulating medical professions' practices and medical and pharmaceutical facilities, overseeing the activities of the Authority's executive body and approving its performance indicators.

Further, the new Law authorized the Board of Dubai Health Authority to form the specialized committees and work teams, described the authorities and responsibilities of the managing director of Dubai Health Authority and prescribed the organizational procedures of the executive body.

The new Law annuls Article (15) and Article (16) of the original law and further annuls and other legislation that contradicts or challenges its provisions. The Law is valid from the date of issuance and to be published in the Official Gazette.
