Kuwait- Panel To Finalize Discussions On Amendment Bill To Juvenile Law


(MENAFN- Arab Times) The Legal and Legislative Affairs Committee has decided to finalize discussions on the government's amendment bill to the Juvenile Law on Sunday, parliamentary sources say. However, they indicated that it could get postponed to another meeting, as the committee members have varied opinions in this regard, adding that the bill will be referred to the parliament after the committee discusses and votes on it.

Rapporteur of the committee Abdulhameed Dashti said the committee, during its last meeting, discussed the amendments to the Juvenile Law concerning the general rules, legal measures, penal procedures, juvenile court, conditional discharge rules and final rules. He explained that the objective of the bill is to ensure that the legal rules concerning juveniles, which were presented by the international community, are considered. Awareness and care are important aspects to be taken into account when dealing with juveniles and considering penalties for them. Dashti revealed that representatives from Ministry of Justice, Ministry of Interior and the Ministry of Social Affairs and Labor also participated in the meeting and discussed more than half of the law, which consists of 70 articles, adding that they decided to finalize the discussions by Sunday.

Meanwhile, Ministry of Defense may ask Parliament's Interior and Defense Committee to delay the issue of granting retirement to Bedoun and GCC military personnel who participated in the liberation war of Kuwait, in order to complete an extensive study in this regard.

Parliamentary sources indicated that this issue is not new as it was raised during parliamentary meetings in the previous parliaments but it was not tackled because it is linked to other laws and institutions. They said Ministry of Defense is coordinating with the Public Authority for Social Security to prepare a detailed study on the financial commitments and legal regulations in this regard, revealing that the file will be referred to the next legislative term, as the government has many reservations about this file, due to which an extensive study is required.

Meanwhile, Parliament's Youth and Sports Committee will Monday discuss two draft laws on the establishment of Public Authority for Youth and Public Authority for Sports. The meeting is expected to be attended by the Minister of Information and State Minister for Youth Affairs Sheikh Salman Sabah Salem Al-Hamoud Al-Sabah. According to parliamentary sources, the members of the committee will not oppose the bills that aim to segregate the youth and sports authorities.

Earlier, the Chairman of the committee MP Abdullah Al- Mayouf explained that the motives of the government behind these bills are to give special focus and attention to the youths for supporting them and giving them wider opportunities in various fields, based on directives from HH the Amir Sheikh Sabah Al-Ahmad Al- Jaber Al-Sabah, who is keen about supporting and sponsoring the youth of the country. He added that the committee will invite the Minister of Information and State Minister for Youth Affairs Sheikh Salman and his team to discuss the details and finalize matters in the next few meetings.
