Kuwait- Lawyers Board Dashti 'National Security' Case


(MENAFN- The Peninsula) A total of 17 lawyers from around the world and seven of their Kuwaiti counterparts have taken the national security case filed by the Ministry of Foreign Affairs against MP Abdul Ahameed Dashti. This came after the Bahraini Foreign Affairs filed an official complaint against Dashti for making statements deemed offensive to Bahrain. The concerned court postponed deliberations on the case until June 15.

In another development, the parliamentary Women and Family Affairs Committee discussed Monday the proposal on requiring couples planning to get married to submit a certificate of no criminal record by adding an article in this regard to law number 31/2008, which obligates these couples to undergo medical examination prior to their wedding. Representatives from the Ministry of Justice and Kuwait Women Cultural Society, as well as some activists dealing with women's rights issues attended the meeting. Speaking to reporters after the meeting, Committee Chairman MP Saleh Ashour disclosed the Ministry of Justice has expressed its willingness to support the proposed pre-marriage seminar for couples to familiarize them with the fundamentals of maintaining good marital relations.

However, the ministry's representatives have reservations on the recommendation to oblige couples to present a no criminal record certificate prior to their wedding, arguing that it might raise constitutional issues. The committee then decided to postpone talks on the proposal until the ministry presents an explanation on its reservations, he added. Meanwhile, MP Maadi Al-Hajiri has presented a proposal to exempt employees with severe physical disabilities from the fingerprint attendance system. He pointed out the exemption must not undermine the rights of ministries and other government agencies by finding alternatives to fingerprint attendance system to ensure the concerned employees are committed to their work. He explained the proposal is based on the Islamic concept of taking care of people with disabilities as part of the responsibilities of the State. He also cited law number 8/2010 which stipulates, among others, the civil service system concerning medical and special leaves, working hours and remuneration for the physically handicapped. On another issue, MP Abdullah Al- Adwani called on the government to be careful in introducing the strategic alternative to the salary scale in order to ascertain that it is comprehensive and does not neglect the rights of public sector employees. He affirmed the Parliament and government are fully aware of the importance of the strategic alternative to public sector employees but several issues have yet to be settled. He said the lawmakers have some recommendations to guarantee that the strategic alternative will serve the interests of all employees in the public sector regardless of their positions or job titles. He also stressed the need to protect the rights of employees to receive periodic and annual bonuses and other privileges to help them cope with the rising cost of living.

Furthermore, MP Hmoud Al-Hamdan believes that enhancing the skills of teachers is the first step towards improving the quality of education in the country. He pointed out teachers should be knowledgeable in the subjects they are teaching and updated on the latest technological and academic developments. He submitted a number of queries to the minister of education on changing the system in colleges and applied training institutes for students who want to become teachers, problems encountered by fresh graduates and steps taken to improve the educational system in Kuwait.
