Panel nod to surveillance cameras


(MENAFN- Arab Times) KUWAIT CITY April 29: The parliamentary Interior and Defense Committee has approved a draft law on the installation of surveillance cameras in public places to guarantee public safety and prevent crimes. Committee Chairman MP Abdullah Al- Mayouf told reporters the surveillance cameras will not be installed in private areas like bedrooms dressing rooms health clubs for women and accommodations. He affirmed the bill is not aimed at violating people's right to privacy as the objective is to improve security measures and prevent crimes or terrorist operations.

On another issue Al-Mayouf confirmed the panel's approval of a bill which allows military personnel to cash their unused leave days upon retirement.

He explained a military man who reached 50 years old can accumulate up to 225 leave days to be converted into cash when he retires; while those below 50 years old can accumulate 200 days. He added the police officers who reached 50 years old will be allowed to cash up to 300 leave days upon retirement and those below this age can accumulate 225 leave days. In his capacity as Chairman of the Youth and Sports Committee Al-Mayouf said Minister of Information and State Minister of Youth and Sports Affairs Sheikh Salman Al-Hamoud Al-Sabah has been invited to the next panel meeting to discuss the government's proposal to separate youth affairs from sports by establishing one public authority for each sector.

Moreover the Priorities Committee on Wednesday met Minister of Oil and State Minister for National Assembly Affairs Ali Al-Omair and Minister of Social Affairs and Labor and State Minister for Planning and Development Affairs Hind Al-Sabeh; while State Minister for Cabinet Affairs Sheikh Mohammed Al- Abdullah apologized for his absence.

Committee Chairman MP Yousef Al- Zalzalah said the committee approved the bills that will be discussed in the next parliamentary session as follows: second reading of Public Institution for Social Security Law in relation to allowances Jaber Stadium installation of surveillance or security cameras police force's annual leave and promotion. He went on to say they will deliberate on 26 final accounts for fiscal 2013/2014 because the second annulled Parliament did not vote on them.

He pointed out it is the first time in the legislature's history to discuss budgets at this period indicating they will talk about the budgets of the Public Authority for National Manpower Agency for Project Participation Central Bank of Kuwait Holy Quran Authority and Public Authority for Handicapped Affairs. He clarified some of these institutions are new and they have no final accounts.

Meanwhile the Women and Family Affairs Committee postponed until Sunday its discussion on the proposal to require couples who intend to get married to submit a certificate of no criminal record. Committee Chairman MP Saleh Ashour said the decision was taken after the committee agreed on the need to further study the proposal. He disclosed the bill stipulates adding two articles to the law which requires would-married couples to undergo medical test. Article One mandates couples to complete a one-month training course on the duties and rights of husbands and wives while Article Two states these couples must obtain no criminal record certificates prior to their marriage. The lawmaker said Article One is currently enforced in many countries in a bid to curb high divorce rates. He added the panel members have different views on Article Two as some of them want the certificate to be mandatory while others think it should be optional. Also Ashour wondered why the representatives of the Justice Ministry did not attend the meeting even if the committee sent them the invitation. He then emphasized the need to inform the justice minister about this especially since none of the representatives apologized for their absence.
