HE Prime Minister Hails Discussions in Ongoing UN Congress in Doha


(MENAFN- QNA) HE Prime Minister and Minister of Interior Sheikh Abdullah bin Nasser bin Khalifa Al-Thani, the Chairman of the 13th United Nations Crime Congress on Crime Prevention and Criminal Justice, has outlined the importance of the UN Congress in Doha due to the changes in the international community over the past decade as well as the changing forms and the types of crime that threaten stability and security of societies, particularly corruption, terrorism and both national and transnational organized crimes.
His Excellency said that this Congress saw full consensus among countries or international organizations, civil society and the participants on the importance of achieving its goals.
In a speech delivered during a press conference held on Sunday evening on the fringes of the ongoing Congress on Crime Prevention and Criminal Justice, HE the Prime Minister added this was underpinned by the commitment of all to the spirit of shared responsibility to prevent crime in all its forms as well as to achieve prosecution and criminal justice at all national and international levels.
His Excellency explained that the effective measures and means to prevent crime and realize justice gained paramount importance in the Congress discussions, at the top of which come the development and advancement of fair and effective criminal justice systems for both justice or police at the legislation or institutional fields or other means, including the role of penal institutions.
HE Sheikh Abdullah bin Nasser bin Khalifa Al-Thani pointed out that the Doha Declaration for this UN Congress will be a gateway to the fight against crime and will prepare an approach for the joint work in the next five years or beyond, adding that the Declaration will highlight clear consensus among all the participants in the conference to strengthen the rule of law, protect human rights, integrate youth and children's issues in the area of rule law and the promotion of international cooperation for crime prevention and criminal justice and emphasize the importance of incorporating crime prevention and criminal justice in post-2015, 2016-130 development goals due to the close link between the crime and justice and sustainable development. The Declaration emphasized the need to spread the culture of law and respect for its implementation on national and international levels, His Excellency added.
HE Sheikh Abdullah bin Nasser bin Khalifa Al-Thani hoped that the Doha Declaration's recommendations will be implemented by all the states in order to 'serve our common interests and aspirations of our peoples' in the security, stability and justice, development, promotion and protection of human rights, stressing that Qatar will spare no effort in achieving this during its presidency of the Congress.
HE the Prime Minister expressed his satisfaction over the discussions and deliberations during the Congress as well as the recommendations in the Doha Declaration which helped to live up to the level of the challenges and risks to all peoples of the world due to the growing phenomenon of crime and its extremely dangerous effects to the security, stability and development. 

Replying to a question on the Doha Declaration that the Congress will produce, HE the Prime Minister said that the agreement of all participants on the declaration will guarantee a presence of an implementation mechanism. 
On the purpose of Al Hazm Storm military operation in Yemen, HE the Prime Minister listed two main reasons. The first was to protect the national security of the GCC member countries. The second was to confront deposed president of Yemen Ali Abdullah Saleh who broke the resolutions of the UN Security Council related to the ruling legitimacy in Yemen. 
The UN Secretary-General Ban Ki-moon said that the military intervention in Yemen was based on the request of its President Abd Rabu Mansour Hadi. The Secretary-General noted that 600 were killed so far and 6000 more injured. He expressed his hope that the violence will stop soon, prompting a return to the peaceful process. 
Ki-moon said that he discussed a host of issues with HE the Prime Minister. The UN Secretary-General said that one of the main challenges that the international community faces today is the rise of the Islamic State organization. He expressed his concern at severe violations of human rights that are being carried out by armed militias in Iraq. 
As for Gaza, the Secretary-General expressed his concern at the continued tension in the strip. He thanked the State of Qatar for its support to the initiative of rebuilding Gaza. 
On Iran's nuclear program deal with the 5+1 group, Ki-moon said that the move was an important step but the final judgment can be made in June 30 when the negotiators reach a final deal.
